Enacts the minimum standards for subsidized jobs act; provides that entities eligible to receive economic development subsidies must: pay each employee a minimum wage that's at least one dollar higher than state minimum wage levels; offer health insurance benefit plans to employees employed at least 35 hours per week; and offer at least twenty percent of its workers a worker training program.

BILL NUMBER:S3205 TITLE OF BILL: An act to amend the economic development law, in relation to establishing the "minimum standards for subsidized jobs act" PURPOSE: To make the State's economic development programs more cost effective and to provide a minimum standards for the quality of jobs that are created through economic development programs in exchange for state financial assistance. SUMMARY OF PROVISIONS: A new Article 21 of the Economic Development Law, is created to establish minimum standards for New York State's economic development programs with regard to the wages and benefits provided to employees whose jobs were created by companies receiving more than $100,000 in State financial assistance. This act shall take effect on July 1 succeeding the date it shall become law. JUSTIFICATION: The State currently provides financial incentives to companies through a variety of economic development programs, for the purpose of creating jobs. Many of these programs require the companies to agree to create a specified number of jobs in exchange for financial benefits. PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Commerce, Economic Devel- opment and Small Business AN ACT to amend the economic development law, in relation to establish- ing the "minimum standards for subsidized jobs act" THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Short title. This act shall be known and may be cited as the "minimum standards for subsidized jobs act". S 2. Findings and purpose. The legislature hereby finds and declares that every year, the state of New York awards increasingly large amounts of dollars in economic development subsidies to for-profit businesses. When government invests in economic development, it makes no economic sense to support the creation or promotion of jobs that do not give workers the chance to earn a decent living. When state-subsidized jobs provide low wages and poor benefits, they increase the need for govern- ment services, including public assistance for food, housing, health care, and childcare. The purpose of this act is to improve the effectiveness of economic development expenditures, take pressure off state social services programs, and improve the public health and welfare by ensuring that major state subsidies are used to support at least minimum living stand- ards for working families. S 3. The economic development law is amended by adding a new article 21 to read as follows: ARTICLE 21 MINIMUM STANDARDS FOR SUBSIDIZED JOBS ACT SECTION 450. DEFINITIONS. 451.
