BILL NUMBER:S3427 TITLE OF BILL: An act to amend the environmental conservation law, in relation to providing biodegradable filters on cigarettes PURPOSE: To require cigarette-filters be biodegradable in order to rid the environment of cigarette litter. SUMMARY OF PROVISIONS: The environmental conservation law is amended by adding a new section to require filters on cigarettes to be biodegrada- ble. The manufacturer must certify in writing to the department that the filter is biodegradable. Violations of this section shall be punishable by a civil penalty not to exceed one hundred dollars for each violation. JUSTIFICATION: The filters from cigarettes are tossed everywhere. Our sidewalks, streets and parks are all covered with this unsightly litter. Requiring the filters of cigarettes to be "biodegradable" is both a practical and economic solution to this problem. Not only are cigarette filters which are carelessly tossed onto the ground dirty but they pose a threat to any water system that they may be flushed into, FISCAL IMPLICATIONS: None EFFECTIVE DATE: Immediately.
