BILL NUMBER:S3719 TITLE OF BILL: An act to amend the education law, in relation to directing the commissioner of education to establish performance stand- ards for school districts for exemption from requirements mandated by the state PURPOSE: This legislation directs the Commissioner of Education to establish performance standards for school districts for exemption from requirements mandated by New York State. SUMMARY OF PROVISIONS: Amends the education law to add a new section 319 to direct the Commissioner of the New York State Education Department to establish performance standards for school districts for exemption from requirements mandated by the state. The Commissioner shall establish which categories will be used for eval- uating school district performance. These categories will include, but not be limited to, test scores, student attendance, and graduation rates. The Commissioner will also determine which requirements a school district meeting such performance standards will be exempt. JUSTIFICATION: With school districts across the State working to operate within the requirements of the 2%, it is crucial that we provide mean- ingful mandate relief to school districts that have consistently proven to meet high standards.
