BILL NUMBER:S3989 TITLE OF BILL: An act to amend the education law, in relation to establishing community district education council selection committees within New York city community school districts to assist the New York city department of education in selecting candidates to fill principal and other supervisory service positions PURPOSE OR GENERAL IDEA OF BILL: This amendment would create district interview committees to help in the decision making process of the selection of candidates for important positions such as principal and other supervisory positions. SUMMARY OF SPECIFIC PROVISIONS: §1 The education law is amended by adding a new section 2590-V. JUSTIFICATION: This bill would give a voice to parents, teachers, supervisors and members of the District Education Council in the selection of principals and community superintendents. Under the new procedure of governance the chancellor has sole discretion in the process and does not need to consult with any other groups or individuals. The interview committee would make advisory recommendations by presenting a list of names the chancellor would select from. This bill would further enhance the role of the community education

STAVISKY -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to establishing community district education council selection committees within New York city community school districts to assist the New York city department of education in selecting candidates to fill principal and other supervi- sory service positions THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 2590-v to read as follows: S 2590-V. COMMUNITY DISTRICT EDUCATION COUNCIL COMMITTEES; ESTAB- LISHED. 1. THERE IS HEREBY ESTABLISHED A COMMITTEE WITHIN EACH COMMUNITY SCHOOL DISTRICT TO ASSIST THE NEW YORK CITY DEPARTMENT OF EDUCATION, IN CONJUNCTION WITH THE COMMUNITY DISTRICT EDUCATION COUNCILS, IN APPOINT- ING INDIVIDUALS TO SERVE COMMUNITY SUPERINTENDENT AND PUBLIC SCHOOL PRINCIPAL POSITIONS WITHIN SUCH DISTRICT. EACH COMMITTEE SHALL BE NAMED AND REFERRED TO AS THE COMMUNITY DISTRICT EDUCATION COUNCIL SELECTION COMMITTEE. 2. THE COMMITTEE SHALL CONSIST OF NINE VOTING MEMBERS, ONE MEMBER TO BE APPOINTED BY THE COUNCIL OF SUPERVISORS AND ADMINISTRATORS, ONE MEMBER TO BE APPOINTED BY THE UNITED FEDERATION OF TEACHERS, THREE MEMBERS, WHO ARE PARENTS OF CHILDREN ATTENDING SCHOOL WITHIN THE JURIS- DICTION OF THE COMMUNITY DISTRICT, TO BE SELECTED BY THE PRESIDENTS AND OFFICERS OF THE PARENTS' ASSOCIATION OR PARENT-TEACHERS' ASSOCIATION, AND FOUR MEMBERS TO BE MEMBERS OF THE APPROPRIATE COMMUNITY DISTRICT EDUCATION COUNCIL. EACH COMMITTEE SHALL BE RESPONSIBLE FOR SECURING NAMES OF RESPECTIVE CANDIDATES FROM THE NEW YORK CITY DEPARTMENT OF EDUCATION AND SCHEDULING AN INTERVIEW WITH EACH PROSPECTIVE CANDIDATE.
