BILL NUMBER:S4613 TITLE OF BILL: An act to amend the administrative code of the city of New York, in relation to school zone speed limits and signage and other traffic calming devices PURPOSE: The purpose of this bill is to protect school children in New York City from traffic-related accidents by reducing speeding in school zones. SUMMARY OF PROVISIONS: Section 1 amends section 19-177(a) of the New York City Administrative Code to provide that speed limits may be established at not less than 15 m.p.h. on a highway passing a school building or entrance or exits of a school abutting on the highway. This section also requires the Transportation Commissioner to post school zone speed limit signs at all public and non-public schools. No person shall drive in excess of such speed limit signs during the times indicated on the sign. Section 2 amends section 19-183(a)(3) of the New York City Administrative Code to add "flashing beacon" to the definition of "traffic calming device." GOLDEN -- read twice and ordered printed, and when printed to be committed to the Committee on Cities AN ACT to amend the administrative code of the city of New York, in relation to school zone speed limits and signage and other traffic calming devices THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision a of section 19-177 of the administrative code of the city of New York, as added by local law number 6 of the city of New York for the year 1996, is amended and a new subdivision d is added to read as follows: a. The official speed limit for a vehicle in the city of New York shall be thirty miles per hour, EXCEPT THAT SCHOOL SPEED LIMITS MAY BE ESTABLISHED AT NOT LESS THAN FIFTEEN MILES PER HOUR, FOR A DISTANCE NOT TO EXCEED ONE THOUSAND THREE HUNDRED TWENTY FEET, ON A HIGHWAY PASSING A SCHOOL BUILDING, ENTRANCE OR EXIT OF A SCHOOL ABUTTING ON THE HIGHWAY, OR except where an official sign indicates that a different speed limit is in effect. D. THE COMMISSIONER SHALL POST AT EACH PUBLIC AND NON-PUBLIC SCHOOL, SCHOOL ZONE SPEED LIMIT SIGNS. NO PERSON SHALL DRIVE IN EXCESS OF SUCH MAXIMUM SCHOOL SPEED LIMITS DURING: 1. SCHOOL DAYS AT TIMES INDICATED ON THE SCHOOL ZONE SPEED LIMIT SIGN, PROVIDED, HOWEVER, THAT SUCH TIMES SHALL BE BETWEEN THE HOURS OF SEVEN O'CLOCK A.M. AND SIX O'CLOCK P.M. OR ALTERNATIVE TIMES WITHIN SUCH HOURS; OR 2. A PERIOD WHEN THE BEACONS ATTACHED TO THE SCHOOL ZONE SPEED LIMIT SIGN ARE FLASHING AND SUCH SIGN IS EQUIPPED WITH A NOTICE THAT INDICATES THAT THE SCHOOL ZONE SPEED LIMIT IS IN EFFECT WHEN SUCH BEACONS ARE FLASHING, PROVIDED, HOWEVER, THAT SUCH BEACONS SHALL ONLY FLASH DURING STUDENT ACTIVITIES AT THE SCHOOL AND UP TO THIRTY MINUTES IMMEDIATELY EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. BILL NUMBER:S4613A TITLE OF BILL: An act to amend the administrative code of the city of New York, in relation to school zone speed limits and signage and other traffic calming devices PURPOSE: The purpose of this bill is to protect school children and other pedestrian in New York City from traffic-related accidents by reducing the speed in school zones and the creation of other speed zones. SUMMARY OF PROVISIONS: Section 1 amends section 19-177(a} of the Administrative Code of the City of New York to provide that speed limits may be established at not less than 15 m.p.h. on a highway passing either (i) a school building, senior center, park, playground or hospital or (ii) any entrances or exits of a school, senior center, park, playground or hospital abutting a highway. This section also provides that the Commissioner of the New York City Department of Transportation shall post at each of the various speed limit zones signs indicating the maximum speed limit and time of day during which such a speed limit is in effect. Additionally, the signs located in school speed limit zones are required to be equipped with flashing warning beacons.
