BILL NUMBER:S4847 TITLE OF BILL: An act to amend the education law, to require school districts to make an itemized summary of their budgets, expenditures and revenue available to the public PURPOSE OR GENERAL IDEA OF THE BILL: To require school districts to make their budgets and an itemized summary of expenditures and revenue avail- able in printed form and on the internet. SUMMARY OF PROVISIONS: Section 1501-d of the education law is amended to require every school district to compile, publish, update in a timely manner and make available to the public the school district budget and an itemized summary of all expenditures of and revenue received by such district, making such information available in printed form and on a school district internet website. JUSTIFICATION: This bill recognizes a growing public concern regarding accountability in the wake of recent scandals involving school district finances. By making budgetary information available for scrutiny, this bill aims to help restore the confidence of the public in fiscal manage- ment of our school systems. LATIMER -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, to require school districts to make an itemized summary of their budgets, expenditures and revenue avail- able to the public THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 1501-d to read as follows: S 1501-D. AVAILABILITY OF BUDGET, EXPENDITURE AND REVENUE INFORMATION TO THE PUBLIC. EVERY SCHOOL DISTRICT, EXCEPT A CITY SCHOOL DISTRICT IN A CITY HAVING A POPULATION OF ONE MILLION OR MORE, SHALL COMPILE, PUBLISH, UPDATE IN A TIMELY MANNER AND MAKE AVAILABLE TO THE PUBLIC, THE SCHOOL DISTRICT BUDGET, AND AN ITEMIZED SUMMARY OF ALL EXPENDITURES OF AND REVENUE RECEIVED BY SUCH DISTRICT. SUCH INFORMATION SHALL BE MADE AVAIL- ABLE IN PRINTED FORM AND ON THE SCHOOL DISTRICT INTERNET WEBSITE, IF SUCH A WEBSITE IS OPERATED BY THE SCHOOL DISTRICT. THE COMMISSIONER IS AUTHORIZED TO PROMULGATE SUCH RULES AND REGULATIONS AS SHALL BE NECES- SARY TO IMPLEMENT THE PROVISIONS OF THIS SECTION. S 2. This act shall take effect on the first of September next succeeding the date on which it shall have become a law, provided that effective immediately any rules and regulations necessary to implement the provisions of this act on its effective date are authorized and directed to be completed on or before such date.
