BILL NUMBER:S5925 TITLE OF BILL: An act authorizing the creation of a state debt to the amount of five billion dollars, in relation to creating the clean water/clean air/green jobs bond act of 2014, to provide moneys for the preservation, enhancement, restoration, and improvement of the state's environment, to provide for state assistance payments for such purpose, and providing for the submission to the people of a proposition or question therefor to be voted upon at the general election in November 2014 PURPOSE OR GENERAL IDEA OF BILL: To provide funds for the preservation, enhancement, restoration, and improvement of the State's environment. SUMMARY OF SPECIFIC PROVISIONS: This bill would: * enact the "Clean Water/Clean Air/Green Jobs Act of 2014;" * authorize the issuance of bonds in the amount of five billion dollars for projects including upgrades to clean water and wastewater infrastructure; the use of green infrastructure, the restoration and improvement of contaminated areas and air quality improvements. JUSTIFICATION: The Clean Water, Clean Air Bond Act of 1996 permanently changed New York's environment for the better. However,

GRISANTI -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT authorizing the creation of a state debt to the amount of five billion dollars, in relation to creating the clean water/clean air/green jobs bond act of 2014, to provide moneys for the preserva- tion, enhancement, restoration, and improvement of the state's envi- ronment, to provide for state assistance payments for such purpose, and providing for the submission to the people of a proposition or question therefor to be voted upon at the general election in November 2014 THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The clean water/clean air/green jobs bond act of 2014 is enacted to read as follows: CLEAN WATER/CLEAN AIR/GREEN JOBS BOND ACT OF 2014 Section 1. Short title. 2. Creation of a state debt. 3. Bonds of the state. 4. Use of moneys received. S 1. Short title. This act shall be known and may be cited as the "clean water/clean air/green jobs bond act of 2014". S 2. Creation of a state debt. The creation of a state debt to an amount not exceeding in the aggregate five billion dollars ($5,000,000,000) is hereby authorized to provide moneys for the single purpose of preserving, enhancing, restoring, and improving the quality of the state's environment by the accomplishment of projects and the funding of activities by state agencies, public authorities and public benefit corporations, municipalities, and other governmental entities and not-for-profit corporations for and related to protecting, improv- ing, and enhancing the quality of drinking water and enhancement of EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
