BILL NUMBER:S6662 TITLE OF BILL: An act to amend the public health law, in relation to healthcare and wellness education and outreach programs on the donation of postnatal tissue and fluids PURPOSE OR IDEA OF GENERAL BILL: To encourage and establish awareness for the options for storage and collection of undifferentiated biological cells from the non-controversial source of umbilical cord blood by requiring doctors and hospitals to discuss cord blood banking options with pregnant patients before their third trimester of pregnancy. SUMMARY OF SPECIFIC PROVISIONS: Amends Subdivision 1 of section 207 of the public health law by adding a new paragraph which would allow the department to conduct education and outreach programs that relate to the full range of options for storage or donation of postnatal tissue and fluids no later than thirty days from the commencement of such patients' third trimester of pregnancy or at the first consultation between the attending physician of the hospital, whichever is later. JUSTIFICATION: Undifferentiated biological cells that can separate into specialized cells and divide to produce more cells are the building blocks of our bodies and the foundation of our immune system. TKACZYK -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to healthcare and wellness education and outreach programs on the donation of postnatal tissue and fluids THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 207 of the public health law is amended by adding a new paragraph (j) to read as follows: (J) POSTNATAL DONATION OF TISSUE AND FLUIDS. S 2. This act shall take effect on the one hundred twentieth day after it shall have become a law. Effective immediately the addition, amend- ment and/or repeal of any rule or regulation necessary for the implemen- tation of this act on its effective date is authorized and directed to be made on or before such date.
