BILL NUMBER:S7803 TITLE OF BILL: An act relating to waiving certain income requirements for a commercial food fishing license PURPOSE: Authorizes the Commissioner of the Department of Environmental Conservation to waive income eligibility requirements for certain persons if the Commissioner is satisfied that all other requirements for a commercial food fishing license is met. SUMMARY OF PROVISIONS: Section one authorizes the Commissioner of the DEC to waive the income eligibility requirements pursuant to section 13-0328 of the environmental conservation law if the Commissioner is satisfied that all other requirements for a commercial food fishing license are met pursuant to section 13-0335 of the environmental conservation law and issue such license to Naval First Class Petty Officer Kevin Lynch. Section two provides that this act shall be effective immediately. JUSTIFICATION: Mr. Lynch is a retired First Class Petty Officer from the United States Navy. Petty Officer Lynch has honorably served our country for twenty years in the United States Navy and has extensive experience working on boats, ships and the commercial fishing industry. GOLDEN -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation AN ACT relating to waiving certain income requirements for a commercial food fishing license THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The commissioner of the department of environmental conver- sation is hereby authorized to waive the income eligibility requirements set forth in section 13-0328 of the environmental conservation law and to issue a commercial food fishing license pursuant to section 13-0335 of such law to retired Naval First Class Petty Officer Kevin Lynch, if the commissioner is satisfied that such applicant otherwise satisfies all other requirements for such license.
