GOTTFRIED -- read once and referred to the Committee on Housing AN ACT to amend the multiple dwelling law, in relation to capping utili- ty rate charges in multiple dwellings with sub-metering THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The multiple dwelling law is amended by adding a new section 15 to read as follows: S 15. UTILITY RATE CHARGES IN MULTIPLE DWELLINGS WITH SUB-METERING. ANY TENANT RESIDING IN A BUILDING WHICH IS SUBJECT TO SUB-METERING OF UTILITIES SHALL BE BILLED AT THE UTILITY BULK RATE PAID BY THE OWNER PLUS A CHARGE NOT TO EXCEED FOUR DOLLARS PER MONTH FOR BILLING AND MAIN- TENANCE OF THE SUB-METERING SYSTEM AND IN NO EVENT SHALL ANY SUB-METERED TENANT BE CHARGED A RATE FOR UTILITY USAGE THAT IS IN EXCESS OF THE RATE CHARGED BY UTILITY COMPANIES FOR SERVICE TO DIRECT-METERED RESIDENTIAL CUSTOMERS.
