Provides for the issuance of license plates bearing the Navy League of the United States emblem and the words "Navy League of the United States"; provides that such plates shall be made available to applicants who are members of such league and reside in the state; requires an additional one-time service charge of $25; provides that the revenue realized shall be used to offset the production cost of the license plate.

McKEVITT, MILLER -- read once and referred to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to creating the "Navy League of the United States" distinctive license plate THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 404-x to read as follows: S 404-X. DISTINCTIVE PLATES FOR MEMBERS OF THE NAVY LEAGUE OF THE UNITED STATES, EMPIRE REGION MEMBERS. 1. ANY MEMBER OF THE NAVY LEAGUE OF THE UNITED STATES RESIDING IN THIS STATE SHALL, UPON REQUEST, BE ISSUED A LICENSE PLATE BEARING THE NAVY LEAGUE OF THE UNITED STATES EMBLEM AND THE WORDS "NAVY LEAGUE OF THE UNITED STATES". APPLICATION FOR SAID LICENSE PLATE SHALL BE FILED WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL PRESCRIBE. 2. THE DISTINCTIVE PLATE AUTHORIZED IN THIS SECTION SHALL BE ISSUED UPON PROOF, SATISFACTORY TO THE COMMISSIONER, THAT THE APPLICANT IS A MEMBER OF THE NAVY LEAGUE OF THE UNITED STATES. 3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED IN THE SAME MANNER AS OTHER NUMBER PLATES UPON THE PAYMENT OF THE REGU- LAR REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE, PROVIDED, HOWEVER, THAT AN ADDITIONAL ONE-TIME SERVICE CHARGE OF TWENTY-FIVE DOLLARS SHALL BE CHARGED FOR SUCH PLATE. PROVIDED, HOWEV- ER, THAT ONE YEAR AFTER THE EFFECTIVE DATE OF THIS SECTION FUNDS IN THE AMOUNT OF FIVE THOUSAND DOLLARS, OR SO MUCH THEREOF AS MAY BE AVAILABLE, SHALL BE ALLOCATED TO THE DEPARTMENT TO OFFSET COSTS ASSOCIATED WITH THE PRODUCTION OF SUCH LICENSE PLATES. S 2. This act shall take effect on the one hundred eightieth day after it shall have become a law; provided, that any rules, regulations and actions necessary to implement the provisions of this act on its effec- tive date are authorized and directed to be completed on or before such date.
