BARCLAY, OAKS -- read once and referred to the Committee on Education AN ACT relating to payments made to the Oswego board of cooperative educational services for costs of a certain capital project THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding any other provision of law to the contrary, payments made to the Oswego county board of cooperative educational services for costs of its capital project where such payments are eligi- ble for an apportionment pursuant to paragraph g of subdivision 5 of section 1950 of the education law, shall be deemed to be a part of the capital component of a district's budget as formulated pursuant to subdivision 4 of section 1608, subdivision 4 of section 1716 and subdi- vision 3 of section 2601-a of the education law, and shall be deemed to be a capital expenditure for the purposes of computing the contingency budget pursuant to section 2023 of the education law.
