AN ACT to amend the general municipal  law,  in  relation  to  requiring
  street numbers to be displayed on buildings

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The general municipal  law  is  amended  by  adding  a  new
section 125-b to read as follows:
  S 125-B. POSTING OF STREET NUMBERS. 1. REQUIREMENTS. THE OWNER, AGENT,
LESSEE  OR  OTHER  PERSON  IN  CHARGE OF ANY BUILDING OR DWELLING UPON A
STREET TO WHICH STREET NUMBERS  OF  BUILDINGS  OR  DWELLINGS  HAVE  BEEN
ASSIGNED BY THE MUNICIPALITY IN WHICH SUCH BUILDING OR DWELLING IS SITU-
ATED,  SHALL CAUSE THE PROPER STREET NUMBER OR NUMBERS OF SUCH BUILDINGS
OR DWELLINGS TO BE DISPLAYED IN SUCH MANNER THAT THE  STREET  NUMBER  OR
NUMBERS MAY AT ALL TIMES BE PLAINLY LEGIBLE FROM A VEHICLE ON THE STREET
IN  FRONT OF SUCH BUILDING OR DWELLING UNDER CLEAR WEATHER CONDITIONS AT
ALL TIMES OF THE DAY. SUCH NUMBER OR NUMBERS SHALL BE  EQUIPPED  WITH  A
LIGHT  SOURCE WHICH IS IN GOOD WORKING CONDITION, DURING THE PERIOD FROM
ONE-HALF HOUR AFTER SUNSET TO ONE-HALF HOUR BEFORE  SUNRISE.  THE  LIGHT
SOURCE  SHALL  ILLUMINATE  THE  NUMBER OR NUMBERS AND ENCOMPASS A TWO TO
FOUR INCH BOARDER SURROUNDING SUCH NUMBER OR NUMBERS.  THE TERM  "FRONT"
AS  USED  IN  THIS  SECTION  SHALL BE CONSTRUED TO MEAN THAT SIDE OF THE
BUILDING OR DWELLING WHICH FACES THE  STREET  ON  WHICH  THE  NUMBER  OR
NUMBERS  OF  SUCH BUILDING OR DWELLING HAVE BEEN ALLOTTED. THE NUMBER OR
NUMBERS SHALL BE DISPLAYED ON SUCH SIDE OF SUCH  BUILDING  OR  DWELLING.
EACH  MUNICIPALITY  SHALL  HAVE THE POWER TO ESTABLISH AND ENFORCE RULES
AND REGULATIONS RELATING TO THE SIZE,  FORM,  VISIBILITY,  LOCATION  AND
LIGHTING  OF  STREET NUMBERS IN ACCORDANCE WITH THE REQUIREMENTS OF THIS
SECTION.
