ROSENTHAL -- read once and referred to the Committee on Cities AN ACT to amend the general municipal law, in relation to the sale, lease or other disposition of property of the New York city department of education, New York city educational construction fund, New York city school construction authority, and New York city housing authori- ty THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 697 of the general municipal law, as amended by chapter 486 of the laws of 1982, is amended to read as follows: S 697. Application of article. (1) The provisions of this article shall be applicable in any municipality wherein the local legislative body has adopted a resolution providing therefor, provided however, that at any time subsequent to the adoption of such a resolution the local legislative body may adopt a further resolution providing that the provisions of this article will no longer be applicable in the munici- pality and thereafter this article shall cease to be of force or effect therein. Upon adoption of a resolution providing for the application of this article in any municipality by the local legislative body, a copy of such resolution shall be filed within thirty days with the commis- sioner of the state division of housing and community renewal. The commissioner shall prescribe rules and regulations requiring subsequent- ly timely notice of all area designations and approved projects therein. Rules and regulations prescribed by the commissioner shall be limited exclusively to procedures, content and format for timely notification. The commissioner shall thereupon report to the legislature annually, commencing on January one, nineteen hundred eighty concerning all munic- ipal applications of the provisions of this article. For purposes of this section the term "local legislative body" in any city having a population of one million or more means a city council of any such city. Notwithstanding any law, rule or regulation to the contrary, ninety days prior to the issuance or execution of a request for proposal, any letters of intent or request for expressions of inter- est for any sale, lease, exchange or other disposition of land or build- ings, the New York city housing authority, the New York city department of education, the New York city educational construction fund, and the New York city school construction authority shall provide advance notice of all preliminary and final plans related to the use, development or improvement of land subject to city land-use regulation to the affected community board or boards and the office of the affected borough presi- dent. 2. Notwithstanding any law, rule or regulation to the contrary, sixty days prior to the issuance or execution of request for proposal or request for expressions of interest for any sale, lease, exchange or other disposition of land or buildings, the New York city housing authority, the New York city department of education, the New York city educational construction fund, and the New York city school construction authority shall conduct a public hearing review process in consultation with the affected community board or boards and the office of the affected borough presidents. 3.
