BILL NUMBER:S1061 TITLE OF BILL: An act to amend the parks, recreation and historic preservation law, in relation to free passes for senior citizens PURPOSE: To allow Senior Citizens 62 and over to enjoy free parking year round at state parks. SUMMARY OF PROVISIONS: Section 1 amends section 13.19 of parks, recreation, and historic preservation law to allow the commissioner to establish a program where those individuals age 62 and over shall be issued an annual pass at no cost to use in New York State Parks. JUSTIFICATION: Currently the Office of Parks and Historic Preservation through the Golden Park program gives Seniors free parking during the week, but not on weekends or on holidays. While this is extremely well received, we should not differentiate between the week and weekends for Seniors. If we believe Seniors should be able to park during the free some of the time, then Seniors should be able to park

MAZIARZ, BONACIC, LARKIN, LIBOUS -- read twice and ordered printed, and when printed to be committed to the Committee on Cultural Affairs, Tourism, Parks and Recreation AN ACT to amend the parks, recreation and historic preservation law, in relation to free passes for senior citizens THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The opening paragraph of section 13.19 of the parks, recre- ation and historic preservation law is designated subdivision 1 and a new subdivision 2 is added to read as follows: 2. THE COMMISSIONER SHALL ESTABLISH A PROGRAM WHEREBY SENIOR CITIZENS, UPON PROOF OF AGE SIXTY-TWO OR OLDER, SHALL BE ISSUED ANNUAL PASSES AT NO COST FOR DAILY PARKING, INCLUDING WEEKENDS, AT STATE PARK FACILITIES. S 2. This act shall take effect on the one hundred twentieth day after it shall have become a law. The commissioner of parks, recreation and historic preservation shall immediately promulgate rules and regulations to effectuate a program of free parking for seniors. SUCH ANNUAL PARKING PASS SHALL BE ISSUED BY THE COMMISSIONER TO SUCH SENIOR CITIZENS FREE OF CHARGE. S 2.
