BILL NUMBER:S1135 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to providing for distinctive license plates for members of the Seabee Veterans of America PURPOSE: To amend the vehicle and traffic law, in relation to providing for the distinctive license plates for members of the Seabee Veterans of America. SUMMARY OF PROVISIONS: Amends the vehicle and traffic law by adding a new section 404-x to authorize distinctive license plates for members of the Seabee Veterans of America. The distinctive plate shall be issued upon proof, satisfactory to the commissioner, that the applicant is a veteran of the Seabee Veterans of America. JUSTIFICATION: There are currently 650 members of the Seabee Veterans of America (SVA) in New York State, many of whom are interested in this type of plate. A great number of spouses of SVA members who are in the SVA-Auxiliary would also like to acquire such a plate. Many people do not know that the Seabees are the Official Naval Construction Force and have been a vital part of past wars. Additionally, Seabees are

BRESLIN -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to providing for distinctive license plates for members of the Seabee Veterans of America THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 404-x to read as follows: S 404-X. DISTINCTIVE PLATES FOR MEMBERS OF THE SEABEE VETERANS OF AMERICA. 1. ANY MEMBER OF THE SEABEE VETERANS OF AMERICA RESIDING IN THIS STATE SHALL, UPON REQUEST, BE ISSUED A LICENSE PLATE BEARING THE NAVY SEABEE EMBLEM. APPLICATION FOR SAID LICENSE PLATE SHALL BE FILED WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL PRESCRIBE. 2. THE DISTINCTIVE PLATE AUTHORIZED IN THIS SECTION SHALL BE ISSUED UPON PROOF, SATISFACTORY TO THE COMMISSIONER, THAT THE APPLICANT IS A MEMBER OF THE SEABEE VETERANS OF AMERICA. 3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED IN THE SAME MANNER AS OTHER NUMBER PLATES UPON THE PAYMENT OF THE REGU- LAR REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE, PROVIDED, HOWEVER, THAT AN ADDITIONAL ANNUAL SERVICE CHARGE OF FIFTEEN DOLLARS SHALL BE CHARGED FOR SUCH PLATE. PROVIDED, HOWEVER, THAT ONE YEAR AFTER THE EFFECTIVE DATE OF THIS SECTION FUNDS IN THE AMOUNT OF SIX THOUSAND DOLLARS, OR SO MUCH THEREOF AS MAY BE AVAILABLE, SHALL BE ALLOCATED TO THE DEPARTMENT TO OFFSET COSTS ASSOCIATED WITH THE PRODUCTION OF SUCH LICENSE PLATES.
