BILL NUMBER:S2863 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to creating the "September eleventh, two thousand one remembrance" distinctive license plate program PURPOSE: This bill would commemorate all the victims of the September 11, 2001 terrorist attacks by authorizing the issuance of distinctive commemorative license plates. Portions of the collected charges would be used for the purpose of providing scholarship money for the families of September eleventh victims. SUMMARY OF PROVISIONS: 1. The vehicle and traffic law is amended by adding a new section 404-x, which provides for the request and subsequent issuance of a "September eleventh, two thousand one remembrance" distinctive license plate. Subdivision 2 provides that an annual service change of twenty five dollars shall apply to such plates. Twenty dollars of this annual sum shall be deposited to the credit of the World Trade Center Memorial Scholarship Program established under section 608 of the Education Law. SMITH -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to creating the "September eleventh, two thousand one remembrance" distinctive license plate program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 404-x to read as follows: S 404-X. DISTINCTIVE "SEPTEMBER ELEVENTH, TWO THOUSAND ONE REMEM- BRANCE" LICENSE PLATES. 1. ANY PERSON RESIDING IN THIS STATE SHALL, UPON REQUEST, BE ISSUED A DISTINCTIVE "SEPTEMBER ELEVENTH, TWO THOUSAND ONE REMEMBRANCE" LICENSE PLATE. APPLICATION FOR SUCH LICENSE PLATE SHALL BE FILED WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL PRESCRIBE. 2. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED IN THE SAME MANNER AS OTHER NUMBER PLATES UPON THE PAYMENT OF THE REGU- LAR REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE; PROVIDED, HOWEVER, THAT AN ADDITIONAL ANNUAL SERVICE CHARGE OF TWENTY-FIVE DOLLARS SHALL BE CHARGED FOR SUCH PLATES. TWENTY DOLLARS FROM EACH TWENTY-FIVE DOLLARS RECEIVED AS THE ANNUAL SERVICE CHARGE UNDER THIS SECTION SHALL BE DEPOSITED TO THE CREDIT OF THE WORLD TRADE CENTER MEMORIAL SCHOLARSHIPS ESTABLISHED PURSUANT TO SECTION SIX HUNDRED EIGHT OF THE EDUCATION LAW; PROVIDED, HOWEVER, THAT, ONE YEAR AFTER THE EFFECTIVE DATE OF THIS SECTION, FUNDS IN THE AMOUNT OF SEVEN THOUSAND FIVE HUNDRED DOLLARS, OR SO MUCH THEREOF AS MAY BE AVAILABLE, SHALL BE ALLOCATED TO THE DEPARTMENT FROM SUCH FUND TO OFFSET COSTS ASSOCIATED WITH THE PRODUCTION OF SUCH LICENSE PLATES. S 2. This act shall take effect on the one hundred eightieth day after it shall have become a law.
