BILL NUMBER:S3088 TITLE OF BILL: An act to amend the public health law, in relation to the autism detection and education program and mapping of autism locations PURPOSE OR GENERAL IDEA OF BILL: To provide for the Autism detection, education and mapping program. SUMMARY OF SPECIFIC PROVISIONS: Section one adds a new Title 1-C to Article 24 of the public health law creating the Autism detection, education and mapping program. Section two is an effective date of 90 days after enactment; with provisions. JUSTIFICATION: Autism is a growing health concern across the country. In New York State alone, autism has been diagnosed in alarming rates since 1996. There needs to be a comprehensive program within the Department of Health to map and track the number autism cases as well as to accurately determine possible factors on the causes of autism in children. This measure will assist the state healthcare providers and educators with ways to better assist those who have been diagnosed with this disease.

Article 24 of the public health law is amended by adding a new title 1-C to read as follows: TITLE 1-C AUTISM DETECTION, EDUCATION AND MAPPING PROGRAM SECTION 2415-A. AUTISM DETECTION, EDUCATION AND MAPPING PROGRAM; ESTAB- LISHMENT. 2415-B. GRANTS TO APPROVED ORGANIZATIONS. 2415-C. ANNUAL REPORT. S 2415-A. AUTISM DETECTION, EDUCATION AND MAPPING PROGRAM; ESTABLISH- MENT. 1. THERE IS HEREBY CREATED WITHIN THE DEPARTMENT THE AUTISM DETECTION, EDUCATION AND MAPPING PROGRAM. THIS PROGRAM IS ESTABLISHED TO PROMOTE SCREENING AND DETECTION OF AUTISM, TO EDUCATE THE PUBLIC REGARDING AUTISM, TO PROVIDE COUNSELING AND REFERRAL SERVICES AND TO MAP LOCATIONS OF OCCURRENCE OF AUTISM. 2. THE PROGRAM SHALL INCLUDE: (A) ESTABLISHMENT OF A STATEWIDE PUBLIC EDUCATION AND OUTREACH CAMPAIGN TO PUBLICIZE AUTISM DETECTION AND EDUCATION SERVICES, SUCH CAMPAIGN SHALL INCLUDE: GENERAL COMMUNITY EDUCATION, AUTISM SCREENING SERVICES, INFORMATION ON THE EXTENT OF COVERAGE FOR SUCH SERVICES BY HEALTH INSURANCE, ANY AVAILABLE MEDICAL ASSISTANCE PROGRAM AND OTHER PUBLIC AND PRIVATE PROGRAMS. (B) PROVISION OF GRANTS TO APPROVED ORGANIZATIONS UNDER SECTION TWEN- TY-FOUR HUNDRED FIFTEEN-B OF THIS TITLE; (C) COMPILATION OF DATA CONCERNING THE AUTISM DETECTION, EDUCATION AND MAPPING PROGRAM INCLUDING MAPPING OF THE FREQUENCY OF THE OCCURRENCE OF EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
