BILL NUMBER:S5654 TITLE OF BILL: An act to amend the administrative code of the city of New York, in relation to requiring agencies conducting street or sidewalk construction to post signs at work sites identifying the responsible agency and its contact information PURPOSE OR GENERAL IDEA OF BILL: This legislation would provide additional transparency and essential information regarding construction projects in New York City. SUMMARY OF SPECIFIC PROVISIONS: A new section 19-155 would be added to the administrative code of New York City to require agencies and entities conducting street or sidewalk construction to post signs at each construction site stating the contact information for the agency or entity, the estimated start and end dates of the construction, and the details of the construction work being conducted at the site. Subdivision b provides that every sign required under subdivision be posted prior to the start of construction, remain posted until the completion of construction, and be pasted conspicuously. JUSTIFICATION: Current law does not require entities conducting sidewalk or street construction projects to post signs to inform the public of the details of the construction. LANZA -- read twice and ordered printed, and when printed to be committed to the Committee on Cities AN ACT to amend the administrative code of the city of New York, in relation to requiring agencies conducting street or sidewalk construction to post signs at work sites identifying the responsible agency and its contact information THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The administrative code of the city of New York is amended by adding a new section 19-155 to read as follows: S 19-155 SIGNS POSTED AT STREET OR SIDEWALK CONSTRUCTION WORK SITES IDENTIFYING RESPONSIBLE AGENCY AND CONTACT INFORMATION. A. ANY AGENCY OR ENTITY THAT CONDUCTS STREET OR SIDEWALK CONSTRUCTION SHALL POST ONE OR MORE SIGNS AT EACH CONSTRUCTION WORK SITE SUMMARIZING: 1. THE NAME AND CONTACT INFORMATION OF THE RESPONSIBLE AGENCY OR ENTI- TY CONDUCTING OR OVERSEEING CONSTRUCTION AT SUCH WORK SITE AND ANY PERMIT NUMBERS FOR SUCH CONSTRUCTION; AND 2. THE ESTIMATED DATES OF COMMENCEMENT AND COMPLETION OF SUCH CONSTRUCTION WORK. B. EVERY SIGN REQUIRED PURSUANT TO SUBDIVISION A OF THIS SECTION: 1. SHALL BE POSTED PRIOR TO THE COMMENCEMENT OF CONSTRUCTION; AND 2. SHALL REMAIN POSTED UNTIL THE COMPLETION OF SUCH CONSTRUCTION; AND 3. SHALL BE POSTED IN A CONSPICUOUS MANNER; AND 4. SHALL BE MADE OF A DURABLE MATERIAL CAPABLE OF WITHSTANDING OUTDOOR CLIMATIC CONDITIONS, WITH LETTERS BEING AT LEAST TWO INCHES HIGH AND HAVING A STROKE OF AT LEAST ONE-HALF INCH. THE LETTERS AND BACKGROUND SHALL BE CONTRASTING COLORS. C. THE COMMISSIONER IS AUTHORIZED TO PROMULGATE RULES AND REGULATIONS NECESSARY TO IMPLEMENT THE PROVISIONS OF THIS SECTION.
