BILL NUMBER:S6428 TITLE OF BILL: An act to amend the general municipal law and the education law, in relation to authorizing municipal corporations to consolidate services PURPOSE: To encourage improved economies of scale and cost efficiencies in how services are provided by the local governments, school districts and BOCES units by allowing them to enter into agreements for shared and/or consolidated services. SUMMARY OF PROVISIONS: The first section of this bill amends the General Municipal Law by adding a new article 17-B, which authorizes the sharing of services between municipal governments, school districts, and BOCES units. The second section of this bill amends the Education Law by adding a new section 1510-A authorizing the sharing of services between municipal governments, school districts, and BOCES units. The third section of this bill amends Section 1604 of the Education Law by adding a new Subdivision 43, related to the powers and duties of authorizing such action by a board of trustees.

BALL -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to amend the general municipal law and the education law, in relation to authorizing municipal corporations to consolidate services THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The general municipal law is amended by adding a new arti- cle 17-B to read as follows: ARTICLE 17-B CONSOLIDATION OF SERVICES SECTION 795. CONSOLIDATION OF SERVICES. S 795. CONSOLIDATION OF SERVICES. ANY MUNICIPAL CORPORATION MAY ENTER INTO AN AGREEMENT WITH ANY OTHER MUNICIPAL CORPORATION, SCHOOL DISTRICT OR BOARD OF COOPERATIVE EDUCATIONAL SERVICES FOR THE SHARING OF SERVICES AND FUNCTIONS. S 2. The education law is amended by adding a new section 1510-a to read as follows: S 1510-A. SHARING OF SERVICES. ANY SCHOOL DISTRICT, BOARD OF COOPER- ATIVE EDUCATIONAL SERVICES OR MUNICIPAL CORPORATION, AS THAT TERM IS DEFINED BY SECTION TWO OF THE GENERAL MUNICIPAL LAW, MAY ENTER INTO AN AGREEMENT WITH ANY OTHER SCHOOL DISTRICT, BOARD OF COOPERATIVE EDUCA- TIONAL SERVICES OR MUNICIPAL CORPORATION FOR THE SHARING OF SERVICES AND FUNCTIONS. S 3. Section 1604 of the education law is amended by adding a new subdivision 43 to read as follows: 43. TO AGREE OR CONTRACT WITH ANY SCHOOL DISTRICT, BOARD OF COOPER- ATIVE EDUCATIONAL SERVICES OR MUNICIPAL CORPORATION, AS THAT TERM IS DEFINED BY SECTION TWO OF THE GENERAL MUNICIPAL LAW, FOR THE SHARING OF SERVICES AND FUNCTIONS. S 4. Section 1709 of the education law is amended by adding a new subdivision 43 to read as follows: 43. TO AGREE OR CONTRACT WITH ANY SCHOOL DISTRICT, BOARD OF COOPER- ATIVE EDUCATIONAL SERVICES OR MUNICIPAL CORPORATION, AS THAT TERM IS DEFINED BY SECTION TWO OF THE GENERAL MUNICIPAL LAW, FOR THE SHARING OF SERVICES AND FUNCTIONS. S 5. This act shall take effect immediately.
