AN ACT to amend a chapter of the laws of 2014 amending the public health
  law relating to covered lives assessments in the Rochester region,  in
  relation to the effectiveness thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 3 of a chapter of the laws  of  2014  amending  the
public health law relating to covered lives assessments in the Rochester
region, as proposed in legislative bills numbers S.7800 and A.9421-A, is
amended to read as follows:
  S  3.  This  act  shall  take  effect [January 1, 2015] JUNE 30, 2015,
provided however, that the amendments made  to  section  2807-s  of  the
public  health  law  made  by sections one and two of this act shall not
affect the expiration of such section and  shall  be  deemed  to  expire
therewith  AND  PROVIDED FURTHER THAT PRIOR TO THE DISTRIBUTION OF FUNDS
AS CONTAINED IN THIS CHAPTER THE COMMISSIONER OF HEALTH BY NO LATER THAN
MARCH 31, 2015 SHALL ISSUE A REPORT TO THE GOVERNOR, THE TEMPORARY PRES-
IDENT OF THE SENATE AND THE SPEAKER OF THE ASSEMBLY THAT  EVALUATES  THE
OVERALL  IMPACT  AND  EFFECT  OF  THE PROPOSED DISTRIBUTIONS METHODS AND
CALCULATIONS AS PROPOSED UNDER THIS CHAPTER RELATING TO THE PROVISION OF
GRADUATE MEDICAL EDUCATION AND THE PROMOTION OF COMMUNITY  HEALTH.  SUCH
REPORT  SHALL  INCLUDE  BUT  NOT BE LIMITED TO FINDINGS AS TO THE EFFECT
THIS CHAPTER WILL HAVE ON THE NET FINANCIAL AND COMPETITIVE  IMPACTS  OF
PARTICIPATING  PROVIDERS AND THIRD PARTY PAYORS, AND ANY OTHER FINANCIAL
OR NON-FINANCIAL ISSUES AS THE COMMISSIONER OF HEALTH DEEMS  APPROPRIATE
TO  ENSURE  AN  ACCURATE  REPORT OF THE OVERALL IMPACT THIS CHAPTER WILL
HAVE ON THE HEALTHCARE DELIVERY SYSTEM IN  THE  ROCHESTER  REGION.  SUCH
REPORT  SHALL  ALSO  MAKE RECOMMENDATIONS AND FINDINGS AS TO WHETHER THE
PROVISIONS OF THIS CHAPTER SHALL BE AMENDED PURSUANT TO THE FINDINGS  OF
SUCH REPORT.
  S 2. This act shall take effect immediately.
