BILL NUMBER:S858 TITLE OF BILL: An act to amend the banking law, in relation to requiring banking institutions to accept the Dominican consular identification card issued by the consulate general of the Dominican Republic as a valid form of identification for all banking transactions PURPOSE OR GENERAL IDEA OF BILL: Requires banking institutions to accept the Dominican consular identification card as a valid form of identification for all banking transactions. SUMMARY OF SPECIFIC PROVISIONS: Section 1. Amends the Banking Law by adding a new section 9-v. Requires every banking institution to accept as a valid form of identification, the Dominican identification card issued by the consulate general of the Dominican Republic for all banking transactions. Defines banking institutions. Section 2. Effective Date EXISTING LAW: None.

The banking law is amended by adding a new section 9-v to read as follows: S 9-V. DOMINICAN IDENTIFICATION CARD, VALID FORM OF IDENTIFICATION. 1. EVERY BANKING INSTITUTION SHALL ACCEPT AS A VALID FORM OF IDENTIFICATION FOR ALL BANKING TRANSACTIONS THE DOMINICAN IDENTIFICATION CARD ISSUED BY THE CONSULATE GENERAL OF THE DOMINICAN REPUBLIC. 2. FOR THE PURPOSES OF THIS SECTION, THE TERM "BANKING INSTITUTION" SHALL MEAN AND INCLUDE ALL BANKS, TRUST COMPANIES, SAVINGS BANKS, SAVINGS AND LOAN ASSOCIATIONS, LICENSED FOREIGN BANKS AND CREDIT UNIONS. BILL NUMBER:S858A TITLE OF BILL: An act to amend the banking law, in relation to requiring banking institutions to accept the Dominican consular identification card issued by the consulate general of the Dominican Republic as a valid form of identification for all banking transactions PURPOSE OR GENERAL IDEA OF BILL: Requires banking institutions to accept institutions the identification documents provided to foreign nationals by their country of origin as valid form of identification for all banking transactions after such ID has been reviewed and approved by Department of Financial Services SUMMARY OF SPECIFIC PROVISIONS: Banking Law is amended by adding a new section 9-v to allow the use of use of identification issued to foreign nationals by their consulate general to be acceptable proof for all banking transactions and defines "banking institution" for purpose of law. Section 1. Requires the Department of Financial Services to review the legitimacy of the identification card issued by foreign governments to their nationals living in the state an recommend which one, if any, should be accepted by banking institutions is the state as proof of identification by the identification holder for the purpose of engaging in banking services.
