BILL NUMBER:S1403 TITLE OF BILL: An act to amend the election law, in relation to lever voting machines; and providing for the repeal of such provisions upon the expiration thereof PURPOSE OR GENERAL IDEA OF BILL: To provide a domestic abuse toll-free hotline for teens and require all New York State high schools to hold an assembly addressing the dangers of domestic violence and providing information for the toll-free hotline. SUMMARY OF SPECIFIC PROVISIONS: Section 459-h of the social services law is renumbered section 459-1, and a new section, 459-h, is added which would establish a toll-free domestic abuse hotline for teens. The education law is amended by adding a new section 3235, which would establish a mandatory domestic abuse assembly. JUSTIFICATION: Violence in adolescent relationships is a growing problem in society, and may result in long term trauma for the victims. The years during adolescence are the time when patterns of abuse develop, violence in dating relationships may be a precursor for abuse in adult relationships. Teens must be educated about the dangers of domestic violence during these formative years.

MONTGOMERY -- read twice and ordered printed, and when printed to be committed to the Committee on Elections AN ACT to amend the election law, in relation to lever voting machines THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2 of section 15-114 of the election law is renumbered subdivision 3 and a new subdivision 2 is added to read as follows: 2. LEVER VOTING MACHINES SHALL REMAIN LOCKED AGAINST VOTING FOR A PERIOD OF THIRTY DAYS OR UNTIL FIFTEEN DAYS BEFORE THE NEXT ELECTION, IF SUCH MACHINES ARE NEEDED FOR USE AT SUCH NEXT ELECTION. PROVIDED HOWEVER THAT A MACHINE MAY BE UNLOCKED IF A DISCREPANCY DISCOVERED IN THE RECAN- VASS OF VOTING MACHINES REQUIRED BY THIS CHAPTER MAKES IT NECESSARY TO EXAMINE THE MACHINE TO DETERMINE IF IT HAS MALFUNCTIONED AND PROVIDED FURTHER THAT A MACHINE MAY BE OPENED AND ALL THE DATA AND FIGURES THERE- IN EXAMINED UPON THE ORDER OF ANY COURT OR JUDGE OF COMPETENT JURISDIC- TION. S 2. This act shall take effect immediately; provided, however, that the amendments to section 15-114 of the election law made by section one of this act shall not affect the expiration of such section and shall be deemed to expire therewith.
