SKARTADOS -- read once and referred to the Committee on Economic Development AN ACT to amend the alcoholic beverage control law, in relation to enacting the state liquor authority license application modernization act; and to amend the state finance law, in relation to establishing the state liquor authority license modernization fund THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. This act shall be known and may be cited as the "state liquor authority license application modernization act". S 2. The alcoholic beverage control law is amended by adding a new section 110-c to read as follows: S 110-C. PROCESSING OF APPLICATIONS. 1. SUBSEQUENT TO THE FILING OF AN APPLICATION FOR A LICENSE TO BE ISSUED PURSUANT TO THE TERMS OF THIS CHAPTER, ALL COMMUNICATIONS BETWEEN THE AUTHORITY AND THE APPLICANT, OR HIS OR HER ATTORNEY OR OTHER DESIGNATED REPRESENTATIVE, INCLUDING ALL NOTICES AND REQUESTS FOR ADDITIONAL MATERIAL SUBMISSIONS, SHALL BE TRAN- SMITTED BY ELECTRONIC METHODS INCLUDING AN ONLINE APPLICATION FORM, ONLINE RESPONSE FORMS, ATTACHMENTS AND EMAIL TEXT. AS USED IN THIS SECTION, "ELECTRONIC METHODS" MEANS BY USE OF COMPUTER TECHNOLOGY. AN APPLICATION FOR A LICENSE MAY BE SUBMITTED BY MAILING A PAPER COPY OF THE APPLICATION TO THE AUTHORITY. 2. (A) THE AUTHORITY SHALL DEVELOP AN INTERACTIVE ELECTRONIC STATUS OF APPLICATION PROGRESS SYSTEM AND DATABASE (E-SAP) WHICH SHALL TRACK THE PROGRESS OF EACH APPLICATION FOR A LICENSE UNDER THE PROVISIONS OF THIS CHAPTER. EACH APPLICATION SHALL BE ENTERED INTO E-SAP WITHIN TWO WEEKS OF ACCEPTANCE OF THE APPLICATION BY THE AUTHORITY. THE DATE OF ACCEPT- ANCE OF THE APPLICATION TO BE POSTED ON E-SAP SHALL BE THE DATE IT WAS ELECTRONICALLY RECEIVED OR THE DATE WHEN THE APPLICATION IS RECEIVED BY EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
