BLAKE -- read once and referred to the Committee on Education AN ACT to amend the education law, in relation to requiring a study of the educational model at The Eagle Academy and developing an education program to be utilized by certain schools THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 305 of the education law is amended by adding a new subdivision 53 to read as follows: 53. A. THE COMMISSIONER SHALL UNDERTAKE A STUDY TO EVALUATE THE EDUCA- TIONAL MODEL AT THE EAGLE ACADEMY LOCATED IN THE CITY OF NEW YORK, WHICH WILL INCLUDE AN ANALYSIS OF THE ACADEMY'S CURRICULUM AND APPROACH TO PROFESSIONAL DEVELOPMENT. B. THE COMMISSIONER'S STUDY SHALL IDENTIFY THE FOLLOWING INFORMATION: (I) THE LESSONS, ACADEMIC CONTENT, AND SPECIFIC COURSES OR PROGRAMS OFFERED AT THE ACADEMY; (II) THE AREAS OF THE ACADEMY'S EDUCATIONAL MODEL CONTRIBUTING MOST TO THE SUCCESS OR FAILURE OF STUDENTS; AND (III) THE TRAINING, CONTENT KNOWLEDGE AND INSTRUCTIVE SKILLS OF TEACH- ERS AT THE ACADEMY. C. THE STUDY REQUIRED PURSUANT TO PARAGRAPH A OF THIS SUBDIVISION SHALL RESULT IN A REPORT, WHICH SHALL DETAIL A NEW EDUCATION PROGRAM BASED ON THE ACADEMY'S CURRICULUM AND APPROACH TO PROFESSIONAL DEVELOP- MENT. THE REPORT SHALL BE DISTRIBUTED TO PUBLIC SCHOOLS THROUGHOUT THE STATE WHOSE MINORITY AND LOW-INCOME STUDENTS CONSTITUTE THE MAJORITY OF THE STUDENT BODY. FOR THE PURPOSE OF THIS SUBDIVISION, "MINORITY AND LOW-INCOME STUDENTS" SHALL MEAN STUDENTS FROM GROUPS THAT HAVE BEEN HISTORICALLY MARGINALIZED. THE COMMISSIONER SHALL ENCOURAGE SUCH PUBLIC SCHOOLS TO ADOPT THE NEW EDUCATION PROGRAM. S 2. This act shall take effect on the ninetieth day after it shall have become a law.
