AN ACT to amend the vehicle and traffic law, in relation  to  suspension
  of registration by the metropolitan transportation authority

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The vehicle and traffic law is  amended  by  adding  a  new
section 510-d to read as follows:
  S 510-D. SUSPENSION OF REGISTRATION BY THE METROPOLITAN TRANSPORTATION
AUTHORITY.  NOTWITHSTANDING THE PROVISIONS OF SUBDIVISION ONE OF SECTION
FIVE HUNDRED  TEN  OF  THIS  ARTICLE,  THE  METROPOLITAN  TRANSPORTATION
AUTHORITY  IS  HEREBY AUTHORIZED TO PUT ON HOLD OR OTHERWISE SUSPEND THE
REGISTRATION OF A VEHICLE WHOSE OWNER HAS  AN  UNPAID  BALANCE  OF  TOLL
CHARGES  AND/OR  FINES  IN  EXCESS  OF  ONE  HUNDRED DOLLARS OWED TO THE
AUTHORITY. SUCH HOLD OR SUSPENSION MAY REMAIN IN EFFECT UNTIL  ALL  SUCH
CHARGES  AND/OR FINES ARE SATISFIED IN FULL OR HAVE BEEN MADE SUBJECT TO
A PAYMENT PLAN AUTHORIZED BY THE AUTHORITY.
  S 2. This act shall take effect on the thirtieth day  after  it  shall
have become a law.
