BRAUN- STEIN, GALEF -- read once and referred to the Committee on Labor AN ACT to amend the labor law, in relation to general powers and duties of the commissioner of labor THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 21 of the labor law is amended by adding a new subdivision 15 to read as follows: 15. CATALOGUE OF WORKFORCE DEVELOPMENT FUNDING. (A) THE DEPARTMENT SHALL PUBLISH BY OCTOBER FIRST, TWO THOUSAND SIXTEEN AND UPDATE ANNUAL- LY, THEREAFTER, A CATALOGUE OF WORKFORCE DEVELOPMENT FUNDING PROGRAMS. SUCH CATALOGUE SHALL INCLUDE ALL STATE AND FEDERAL FUNDS FROM EVERY STATE AND FEDERAL AGENCY WHICH HELP SUPPORT AGENCIES, PROVIDERS AND COMMUNITY-BASED ORGANIZATIONS TO PROVIDE AND RESIDENTS OF THE STATE OF NEW YORK TO RECEIVE THE FOLLOWING SUPPORT SERVICES: (1) EMPLOYMENT COUNSELING; (2) THE OBTAINMENT OF A HIGH SCHOOL DIPLOMA OR ITS EQUIVALENT; (3) HIGHER EDUCATION LEADING TO A CAREER; (4) SKILLS AND VOCATIONAL TRAINING; (5) SKILLS DEVELOPMENT AND IMPROVEMENT; (6) CERTIFICATIONS, LICENSES AND CERTIFICATES THAT IMPROVE EMPLOYABIL- ITY LITERACY TRAINING; (7) ENGLISH AS A SECOND LANGUAGE; (8) LIFE SKILLS INSTRUCTION; (9) ON-THE-JOB TRAINING; APPRENTICESHIPS; (10) INTERNSHIPS; (11) PRE-APPRENTICESHIPS; (12) ENTRY LEVEL AND ADVANCED SKILLS TRAINING; (13) RETRAINING; (14) STRUCTURED WORKSITE TRAINING; (15) PRE-VOCATIONAL SKILLS TRAINING; (16) SCHOOL-TO-WORK TRANSITION ACTIVITIES; (17) EMPLOYABILITY SKILLS TRAINING; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
