BILL NUMBER:S1549 TITLE OF BILL: An act to amend the civil service law, in relation to waiving civil service examination application fees for veterans PURPOSE: Creates new paragraph to Section 50, subsection 5 of the civil service law, which waives the civil service examination application fee for veterans. SUMMARY OF PROVISIONS: Language has been added to provide an additional benefit for veterans by waiving the civil service examination application fee under Section 50 subsection of 5 of the civil service law. Further, describes the definition of a veteran to mean a member of the armed forces of the United States who served therein time of war, who was honorably discharged or released under honorable circumstances from such service, who is a citizen of the United States and who is a resident of the state of New York. This act shall take effect on the sixtieth day after it shall have become law. JUSTIFICATION:

KENNEDY -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT to amend the civil service law, in relation to waiving civil service examination application fees for veterans THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraphs (c) and (d) of subdivision 5 of section 50 of the civil service law are relettered paragraphs (d) and (e) and a new paragraph (c) is added to read as follows: (C) NOTWITHSTANDING THE PROVISIONS OF PARAGRAPH (A) OF THIS SUBDIVI- SION, THE CIVIL SERVICE DEPARTMENT, A MUNICIPAL COMMISSION OR A REGIONAL COMMISSION SHALL WAIVE THE APPLICATION FEE OF ANY CANDIDATE WHO PROVES, BY APPROPRIATE DOCUMENTARY PROOF, TO THE CIVIL SERVICE DEPARTMENT, A MUNICIPAL COMMISSION OR A REGIONAL COMMISSION THAT HE OR SHE IS A VETER- AN. FOR THE PURPOSES OF THIS PARAGRAPH, THE TERM "VETERAN" MEANS A MEMBER OF THE ARMED FORCES OF THE UNITED STATES WHO SERVED THEREIN IN TIME OF WAR, WHO WAS HONORABLY DISCHARGED OR RELEASED UNDER HONORABLE CIRCUMSTANCES FROM SUCH SERVICE, WHO IS A CITIZEN OF THE UNITED STATES OR AN ALIEN LAWFULLY ADMITTED FOR PERMANENT RESIDENCE IN THE UNITED STATES AND WHO IS A RESIDENT OF THE STATE OF NEW YORK AT THE TIME OF APPLICATION FOR APPOINTMENT.
