Enacts the "higher education community service opportunity act" to encourage and promote a program whereby students who have benefitted from society's assistance with their post secondary education return their talents to society to assist with pressing human, educational, environmental and public safety concerns; creates the higher education community service opportunity trust fund.

BILL NUMBER: S219 TITLE OF BILL : An act to amend the education law and the state finance law, in relation to establishing the higher education community service opportunity act PURPOSE : To enact the Higher Education Community Service Opportunity Act to extend to those who benefit from public support for postsecondary education the opportunity to return to the citizens of New York State a portion of the investment the State makes to better equip them to meet the critical needs of Society. SUMMARY OF PROVISIONS : The bill enacts the Higher Education Community Service Opportunity Act. It does not diminish resources currently available for higher education, nor does it take funds away from existing programs. It recognizes that the State of New York as a matter of public policy makes taxpayer dollars available to support students as they seek to attain their personal goals, and at the same time, hopefully, equip themselves to help meet the demands facing our society. This legislation seeks to tie together the investment of tax dollars in human resources with an expectation that such investment will pay dividends through the student becoming involved in community service activities, working in a critical shortage occupation or putting his or her skills to work in an area of the state that is deemed to have a critical shortage of persons capable of filling critical societal needs. The education law is amended by adding a new article 14-B to read as follows: ARTICLE 14-B HIGHER EDUCATION COMMUNITY SERVICE OPPORTUNITY ACT SECTION 696. SHORT TITLE. 696-A. LEGISLATIVE FINDINGS. 696-B. DEFINITIONS. 696-C. COUNCIL ON HIGHER EDUCATION COMMUNITY SERVICE OPPORTU- NITY. 696-D. RECOGNITION OF COMMUNITY SERVICE ACTIVITIES. 696-E. REPORTS. S 696. SHORT TITLE. THIS ARTICLE SHALL BE KNOWN AND MAY BE CITED AND REFERRED TO AS THE "HIGHER EDUCATION COMMUNITY SERVICE OPPORTUNITY ACT". S 696-A. LEGISLATIVE FINDINGS. THE LEGISLATURE HEREBY FINDS AND DECLARES THAT PRESSING SOCIAL NEEDS AND PROBLEMS REMAIN UNMET AND UNSOLVED DESPITE THE GREATEST EFFORTS OF GOVERNMENT, AND THAT THE DESIRE OF ALL AMERICANS TO ADDRESS THESE PROBLEMS REMAINS RESOLUTE. THE LEGIS- LATURE ALSO FINDS THAT ALL AMERICANS HOLD THE KEYS TO IMPROVED COMMUNI- TIES AND BETTER CITIZENSHIP THROUGH SERVICE TO STATE AND COUNTRY THAT AFFIRMS THEIR SHARED VALUES AND HOPES. AS WELL, THE LEGISLATURE FINDS THAT CIVIC AND SOCIAL RESPONSIBILITY CAN BEST BE LEARNED BY PARTIC- IPATION IN COMMUNITY ORGANIZATIONS AND IN SERVICE TO THOSE CITIZENS WHO DEMONSTRATE SOCIAL NEED, SUCH AS THE ELDERLY, THE INFIRM, THE POOR, THE HOMELESS AND THE DISENFRANCHISED.
