BILL NUMBER:S4037 TITLE OF BILL: An act to provide for the initial issuance of certif- icates in the classroom teaching service PURPOSE OR GENERAL IDEA OF BILL: This bill will make changes to the current timeline for new certification requirements for teachers. SUMMARY OF SPECIFIC PROVISIONS: Section 1 of the bill would provide that no teacher would be required to take the edTPA or achieve satisfactory levels of performance on the new edTPA portion of the New York State teacher certification examinations until April 30, 2015. For candidates who have not yet received an initial certificate for teaching by April 30, 2014, these candidates would be required to instead achieve satisfactory performance levels on either the elementary or secondary Assessment of Teaching Skills-Written (ATS-W) test, in addition to the Academic Literacy Skills Test (ALST), the Educating All Students (EAS) test, and the Content Specialty Test (CST), by April 30, 2015. The bill would also provide that any candidate for a teaching certif- icate that has already achieved a satisfactory level of the new edTPA exam would be deemed to have met the requirements of the ATS-W test. LANZA -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT to provide for the initial issuance of certificates in the class- room teaching service THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. 1. No candidate for an initial certificate in the classroom teaching service shall be required to take the edTPA portion of the state teacher certificate examination and no candidate shall be required to achieve satisfactory levels of performance on the edTPA portion of the state teacher certificate examinations in order to receive such certificate until April 30, 2016. 2. For candidates that have not received an initial certificate in the classroom teaching service by April 30, 2015, the education department shall require that such candidate achieve satisfactory levels of performance on the elementary or secondary assessment of teaching skills-written test; academic literary skills test; educating all students test; and the content specialty test. Provided that the requirements of this subdivision shall not apply after April 30, 2016. 3. Any candidate for a certificate in the classroom teaching service that has achieved a satisfactory level of performance on the edTPA shall be deemed to have met the requirements of the elementary or secondary assessment of teaching skills-written test pursuant to subdivision two of this section. 4. The education department is authorized and required to take all necessary actions to expeditiously establish additional test dates for the elementary assessment of teaching skills-written test and secondary assessment of teaching skills-written test.
