BILL NUMBER:S4191 REVISED MEMO 03/17/2015 TITLE OF BILL: An act to amend the public lands law, in relation to the payment of state aid on account of certain state lands in the town of New Hudson, in the county of Allegany PURPOSE: Provides for the payment of State aid to the Town of New Hudson, in the County of Allegany, and special districts therein for State land in such town operated by the Department of Environmental Conservation (DEC). SUMMARY OF PROVISIONS: Section 1. Adds a new section 19-c to the Public Lands Law to provide for the payment of State aid on State lands under the jurisdiction of the DEC located in Allegany County. The amount of State aid would be determined by applying the annual tax rates(s) for such town to the assessed value of the lands, exclusive of improvements, as entered on the 2015 town assessment roll, adjusted for any change in the level of assessment. Section 2. Requires that this act shall take effect immediately, and the first payment of state aid shall be based upon assessment rolls completed in the year 2015.

YOUNG -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations AN ACT to amend the public lands law, in relation to the payment of state aid on account of certain state lands in the town of New Hudson, in the county of Allegany THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public lands law is amended by adding a new section 19-c to read as follows: S 19-C. STATE AID; CERTAIN STATE LANDS IN THE TOWN OF NEW HUDSON. 1. STATE AID SHALL BE PAYABLE ANNUALLY, AS PROVIDED IN THIS SECTION, TO THE TOWN OF NEW HUDSON, IN THE COUNTY OF ALLEGANY, AND TO ANY SPECIAL DISTRICT, AS DEFINED IN SUBDIVISION SIXTEEN OF SECTION ONE HUNDRED TWO OF THE REAL PROPERTY TAX LAW, WITHIN SUCH TOWN, FOR ANY PARCEL OF LAND OWNED BY THE STATE, SUBJECT TO THE JURISDICTION OF THE DEPARTMENT OF ENVIRONMENTAL CONSERVATION. 2. THE STATE AID SO PAYABLE SHALL BE EQUAL TO THE TAXES THAT WOULD HAVE BEEN IMPOSED BY APPLYING THE CURRENT TAX RATE OF SUCH TOWN OR SPECIAL DISTRICT TO THE ASSESSED VALUE OF THE PARCELS OF LAND THEREIN, EXCLUSIVE OF IMPROVEMENT, UNDER THE JURISDICTION OF THE DEPARTMENT OF ENVIRONMENTAL CONSERVATION APPEARING ON THE TOWN ASSESSMENT ROLL COMPLETED IN TWO THOUSAND FIFTEEN, WHENEVER ACQUIRED BY THE STATE, ADJUSTED FOR ANY CHANGE IN LEVEL OF ASSESSMENT. 3. STATE AID SHALL BE PAYABLE UPON APPLICATION OF THE TOWN BOARD OF THE TOWN OF NEW HUDSON ON BEHALF OF SUCH TOWN AND THE SPECIAL DISTRICTS THEREIN TO THE STATE COMPTROLLER ON A FORM PRESCRIBED BY THE STATE COMP- TROLLER CONTAINING SUCH INFORMATION AS THE STATE COMPTROLLER SHALL REQUIRE. S 2. This act shall take effect immediately and the first payment of state aid shall be based upon assessment rolls completed in 2015.
