BILL NUMBER:S5289 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to requiring the commissioner of motor vehicles to monitor manufacturer safety recalls and notify vehicle registrants PURPOSE: This bill would require the Commissioner of Motor Vehicles to monitor manufacturer safety recalls so that registrants are aware of such recalls, which would help to make the roads safer. SUMMARY OF PROVISIONS: Section 224-b of the vehicle and traffic law is amended to require the Commissioner of Motor Vehicles to monitor manufacturer safety recalls and notify vehicle registrants of this by publishing the recall online. JUSTIFICATION: In 2014, there were over 50 million vehicle recalls in the United States alone, a number that has been steadily rising since the 1990s. These large numbers of recalls pose a major threat to road way safety and a threat to the people who drive these vehicles or those near the vehicle

LAVALLE -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to requiring the commissioner of motor vehicles to monitor manufacturer safety recalls and notify vehicle registrants THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 224-b to read as follows: S 224-B. MOTOR VEHICLE SAFETY RECALLS. THE COMMISSIONER SHALL MONITOR ALL MANUFACTURER SAFETY RECALLS FOR ALL MAKES AND MODELS OF VEHICLES AND SHALL FURTHER NOTIFY EACH VEHICLE REGISTRANT OF THE ISSUANCE OF SUCH MANUFACTURER SAFETY RECALLS BY PUBLISHING THE INFORMATION ON THE DEPART- MENT OF MOTOR VEHICLES WEBSITE. S 2. This act shall take effect on the ninetieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
