BILL NUMBER:S5522 TITLE OF BILL: An act to amend the public health law, in relation to the provision of offsite health care services PURPOSE: This bill amends the public health law to authorize house calls. SUMMARY OF PROVISIONS: Section 1 amends the public health law to allow diagnostic and treatment centers and outpatient clinics of general hospitals to provide house calls, in certain circumstances. Section 2 - Effective Date JUSTIFICATION: This bill would allow house calls when a patient in need of professional services available at the diagnostic and treatment center or general hospital outpatient clinic, is unable to go on-site due to a temporary or ongoing medical condition. This will enable patients to more easily access health care visits and avoid the emergency department and/or

NOTWITHSTANDING ANY PROVISION OF LAW, RULE OR REGULATION TO THE CONTRARY, THE COMMISSIONER SHALL ALLOW DIAGNOSTIC AND TREATMENT CENTERS AND OUTPATIENT CLINICS OF GENERAL HOSPITALS TO PROVIDE OFFSITE SERVICES TO EXISTING PATIENTS WHO ARE CHRONICALLY ILL AND TEMPORARILY OR PERMA- NENTLY HOMEBOUND AT THEIR RESIDENCE, INCLUDING THOSE RESIDING IN LONG TERM CARE SETTINGS THAT ARE DEFINED AS OR CONSIDERED THE INDIVIDUAL'S RESIDENCE.
