BILL NUMBER: S6299 TITLE OF BILL : An act to amend the agriculture and markets law, in relation to defraying costs of aggregating, processing and transporting agricultural products for producers and processors PURPOSE : This bill clarifies the Commissioner of the Department of Agriculture and Markets' role in providing technical assistance and identifying grant funding and other opportunities that may be made available by federal and other partners to ease the burden of aggregating, processing and transporting locally grown foods, and disseminating this information to the farmers and processors who may most benefit. SUMMARY OF PROVISIONS : Section one clarifies the Commissioner of the Department of Agriculture and Markets' authority to aid local growers and processors in defraying the costs of aggregating, processing and transporting their foods to market. Section two establishes the effective date. JUSTIFICATION :

Subdivision 5-b of section 16 of the agriculture and markets law is amended by adding a new paragraph (d) to read as follows: (D) PROVIDE TECHNICAL ASSISTANCE TO PRODUCERS AND PROCESSORS OF AGRI- CULTURAL PRODUCTS ON DEFRAYING THE COSTS OF AGGREGATING, PROCESSING AND TRANSPORTING AGRICULTURAL PRODUCTS, AND IDENTIFY AND DISSEMINATE INFOR- MATION ON FEDERAL AND OTHER GRANT OR ASSISTANCE PROGRAMS WITH THE PURPOSE OF DEFRAYING SUCH COSTS. BILL NUMBER: S6299A TITLE OF BILL : An act to amend the agriculture and markets law, in relation to assistance with aggregating, processing and transporting agricultural products for producers and processors PURPOSE : This bill instructs the Commissioner of the state Department of Agriculture and Markets to provide information regarding federal, state, and private grants and educational opportunities to small scale farmers to enable them to more effectively access markets throughout New York. SUMMARY OF SPECIFIC PROVISIONS : Section 1 amends the agriculture and markets law so that the commissioner will provide technical assistance to small scale producers and processors of agricultural products who are interested in coordinating with each other to aggregate, process, and transport agricultural products with the goal of selling such products in sufficient quantities to meet the demands of food businesses and institutional buyers. The commissioner will also assist in identifying grant opportunities for those farmers who require assistance to scale

Subdivision 5-b of section 16 of the agriculture and markets law is amended by adding a new paragraph (d) to read as follows: (D) PROVIDE, IN COOPERATION WITH CORNELL COOPERATIVE EXTENSION, THE DEPARTMENT OF ECONOMIC DEVELOPMENT AND OTHER RESOURCES, TECHNICAL ASSISTANCE, TO SMALL SCALE PRODUCERS AND PROCESSORS OF AGRICULTURAL PRODUCTS WHO ARE INTERESTED IN COORDINATING WITH EACH OTHER TO AGGRE- GATE, PROCESS AND TRANSPORT AGRICULTURAL PRODUCTS WITH THE GOAL OF SELL- ING SUCH PRODUCTS IN SUFFICIENT QUANTITIES TO MEET THE DEMANDS OF FOOD BUSINESSES AND INSTITUTIONAL BUYERS, AND IDENTIFY AND DISSEMINATE INFOR- MATION TO PROVIDE TO SUCH PRODUCERS AND PROCESSORS ON FEDERAL, STATE AND PRIVATE GRANT OR OTHER ASSISTANCE PROGRAMS WITH THE PURPOSE OF ASSISTING AND SUPPORTING SUCH COORDINATION.
