BILL NUMBER: S6773 TITLE OF BILL : An act to amend the education law, in relation to the enforcement of certain provisions relating to the practice of massage therapy PURPOSE : This bill seeks to require the New York City department of consumer affairs the authority to enforce the imposition of fines relating to the practice of massage therapy. SUMMARY OF PROVISIONS : Section 1 of the bill to adds section 7808 to the education law to allow the Department of Consumer Affairs the Authority to impose fines relating to the practice of massage therapy. Section 2 provides the effective date. JUSTIFICATION : There has been a substantial increase in the amount of massage parlors that have set up shop under the guise of 'massage therapists' and promoting prostitution and illegal sexual activities. ADDABBO -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT to amend the education law, in relation to the enforcement of certain provisions relating to the practice of massage therapy THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 7808 to read as follows: S 7808. ENFORCEMENT BY NEW YORK CITY DEPARTMENT OF CONSUMER AFFAIRS. NOTWITHSTANDING ANY OTHER PROVISION OF THIS TITLE, THE DEPARTMENT OF CONSUMER AFFAIRS IN THE CITY OF NEW YORK SHALL HAVE AUTHORITY TO ENFORCE THE REQUIREMENTS OF THIS ARTICLE, INCLUDING THE IMPOSITION OF FINES, WITHIN THE CITY OF NEW YORK.
