AN ACT to amend the education law, in relation to creating new degree or
  certificate  programs  at  community  colleges  in  order  to increase
  successful job placement for future students

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  6303 of the education law is amended by adding a
new subdivision 6 to read as follows:
  6. THE BOARDS OF TRUSTEES OF THE STATE UNIVERSITY OF NEW YORK COMMUNI-
TY COLLEGES SHALL CONSULT WITH THE REGIONAL COMMUNITY  COLLEGE  COUNCILS
ESTABLISHED  PURSUANT  TO  CHAPTER  FIFTY  OF  THE  LAWS OF TWO THOUSAND
SIXTEEN TO CREATE NEW DEGREE  OR  CERTIFICATE  PROGRAMS  OR  RESTRUCTURE
CURRENT  PROGRAMS  IN  ORDER  TO  INCREASE  SUCCESSFUL JOB PLACEMENT FOR
FUTURE STUDENTS. THE  REGIONAL  COMMUNITY  COLLEGE  COUNCILS  SHALL  USE
DEPARTMENT  OF  LABOR  DATA  THAT  PREDICTS  FUTURE  WORKFORCE NEEDS AND
CONSULT WITH REGIONAL BUSINESSES TO MAKE RECOMMENDATIONS TO  THE  BOARDS
OF  TRUSTEES  ON  HOW  NEW  PROGRAMS  SHOULD BE STRUCTURED OR ON WAYS TO
RESTRUCTURE CURRENT PROGRAMS TO TAILOR SUCH PROGRAMS TO INDUSTRY  NEEDS.
FOR  EACH  STUDENT  WHO  SUCCESSFULLY OBTAINS EMPLOYMENT UPON GRADUATING
FROM A NEWLY CREATED OR RESTRUCTURED PROGRAM OR UPON RECEIVING A CERTIF-
ICATE, THE COMMUNITY COLLEGE SHALL BE REIMBURSED UP TO FIFTY PERCENT  OF
THE  COSTS ASSOCIATED WITH EDUCATING SUCH STUDENT, PURSUANT TO APPROPRI-
ATION. IF A COMMUNITY COLLEGE FAILS TO COMPLY  WITH  THE  PROVISIONS  OF
THIS  SUBDIVISION,  SUCH  COLLEGE MAY BE SUBJECT TO A REDUCTION IN STATE
FUNDING.
  S 2. This act shall take effect immediately; provided,  however,  that
no community college shall lose state funding for failing to comply with
this act until after July 1, 2020.

AN ACT to amend the education law, in relation to recommendations by the
  Regional State University of New York Community  College  Councils  on
  regional workforce needs and student employment rates upon graduation

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 6306 of the education law is amended  by  adding  a
new subdivision 11 to read as follows:
  11.  REGIONAL  STATE UNIVERSITY OF NEW YORK COMMUNITY COLLEGE COUNCILS
ESTABLISHED PURSUANT TO CHAPTER  FIFTY  OF  THE  LAWS  OF  TWO  THOUSAND
FIFTEEN  SHALL  CONSULT  WITH  REGIONAL BUSINESSES AND THE DEPARTMENT OF
LABOR AND MAKE RECOMMENDATIONS TO THE COMMUNITY COLLEGE BOARDS OF  TRUS-
TEES ON WAYS TO ENSURE THAT DEGREE AND CERTIFICATE PROGRAMS ARE TAILORED
TO  REGIONAL  WORKFORCE  NEEDS  AND ON HOW TO IMPROVE STUDENT EMPLOYMENT
RATES UPON GRADUATION. WHERE APPROPRIATE, REGIONAL STATE  UNIVERSITY  OF
NEW  YORK  COMMUNITY  COLLEGE COUNCILS MAY UTILIZE DATA COLLECTED AT THE
CAREER CENTERS ESTABLISHED PURSUANT TO CHAPTER FIFTY-THREE OF  THE  LAWS
OF  TWO THOUSAND FIFTEEN, AS AN ADDITIONAL RECOURSE IN DEVELOPING RECOM-
MENDATIONS TO IMPROVE STUDENT JOB PLACEMENT.
  S 2. This act shall take effect immediately.
