TENNEY -- read once and referred to the Committee on Small Business AN ACT to amend the economic development law, in relation to creating a directory of technical and financial assistance programs for small businesses and minority and women owned business enterprises THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The economic development law is amended by adding a new section 103-a to read as follows: S 103-A. DIRECTORY OF SMALL BUSINESS AND MINORITY AND WOMEN OWNED BUSINESS ENTERPRISE ASSISTANCE. 1. THE DEPARTMENT SHALL CREATE AND MAINTAIN A REGISTRY OF STATE, FEDERAL, PRIVATE AND NON-PROFIT TECHNICAL AND FINANCIAL PROGRAMS AVAILABLE TO MINORITY AND WOMEN OWNED BUSINESS ENTERPRISES AND SMALL BUSINESSES, GENERALLY. 2. THE DEPARTMENT SHALL MAINTAIN THE FORMAT AND CONTENT OF SUCH REGIS- TRY ON A COMPUTERIZED DIRECTORY WHICH SHALL BE UPDATED AT LEAST MONTHLY AND SHALL PROVIDE A METHOD FOR WHICH REGISTRY INFORMATION MAY BE DELIV- ERED TO THE DEPARTMENT ELECTRONICALLY. THE DEPARTMENT SHALL PROVIDE PUBLIC ACCESS TO SUCH COMPUTERIZED DIRECTORY IN A MANNER THAT ALLOWS INDIVIDUALS TO SEARCH THE DIRECTORY BY NAME, DATE OR TYPE OF ASSISTANCE. 3. THE PROGRAMS LISTED SHALL BE DIVIDED INTO FINANCIAL AND TECHNICAL ASSISTANCE AND FURTHER DIVIDED INTO PROGRAMS AVAILABLE TO SMALL BUSI- NESSES GENERALLY AND DEDICATE A WEBPAGE OR DIRECTORY TO PROGRAMS APPLI- CABLE SOLELY TO MINORITY AND WOMEN OWNED BUSINESS ENTERPRISES. 4. EACH PROGRAM LISTED SHALL CONTAIN IDENTIFYING INFORMATION INCLUDING A PROGRAM DESCRIPTION, THE TYPE OF ASSISTANCE OFFERED, INSTRUCTIONS FOR APPLICATION TO SUCH PROGRAM, THE DEADLINE FOR SUCH APPLICATION, THE NAME, ADDRESS AND PHONE NUMBER OF A CONTACT PERSON AT SUCH STATE OR FEDERAL AGENCY OR PRIVATE FOUNDATION OFFERING SUCH ASSISTANCE, AND IN EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
