CRESPO -- read once and referred to the Committee on Governmental Employees AN ACT to amend the administrative code of the city of New York, in relation to participation in a training refresher course in tactical communications and cultural and community awareness by officers of the police force THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The administrative code of the city of New York is amended by adding a new section 14-109.1 to read as follows: S 14-109.1 TACTICAL COMMUNICATIONS AND CULTURAL AND COMMUNITY AWARE- NESS TRAINING REFRESHER COURSE. THE COMMISSIONER SHALL PROMULGATE RULES AND REGULATIONS WITHIN SIX MONTHS AFTER THE EFFECTIVE DATE OF THIS SECTION THAT REQUIRE ALL OFFICERS SUBJECT TO THIS TITLE TO SUCCESSFULLY COMPLETE A TRAINING REFRESHER COURSE IN TACTICAL COMMUNICATIONS, ALSO KNOWN AS "VERBAL JUDO", AND CULTURAL AND COMMUNITY AWARENESS, ON A BIEN- NIAL BASIS. HIGH-RANKING OFFICERS SUCH AS CAPTAINS, DEPUTIES, LIEUTEN- ANTS, SERGEANTS AND INSPECTORS MAY BE EXCLUDED FROM SUCH TRAINING REQUIREMENT AS DETERMINED WITHIN EACH PRECINCT. S 2.
