BILL NUMBER: S182 TITLE OF BILL : An act to amend the education law, in relation to requiring persons in parental relation with a child of elementary school age to attend parent support programs PURPOSE OR GENERAL IDEA OF BILL : Requires parents to attend support programs designed to enhance parenting skills. SUMMARY OF SPECIFIC PROVISIONS : Section 1. Amends the Education Law, Section 3212 subdivision 2 by adding a new paragraph f. Requires parents of elementary school children to attend a minimum of four parent support instruction programs prior to the child's advancement to the seventh grade. Requires employers to provide one day per year of paid job leave for the purposes of attending such support instruction programs. Section 2. Amends the Education Law by adding a new section 319. Requires the Commissioner, in consultation with the Board of Regents, to develop guidelines for the content and distribution of a series of twelve parenting workshops. Provides that the topic of one such workshop shall be related to the physical, emotional and sexual abuse of children. Requires the completion of four workshops prior to the child's graduation from sixth grade and shall be a requirement for advancement to the seventh grade.

DIAZ -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to requiring persons in parental relation with a child of elementary school age to attend parent support programs THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2 of section 3212 of the education law is amended by adding a new paragraph f to read as follows: F. SHALL, AT THE TIME SUCH INDIVIDUAL BEGINS TO ATTEND UPON INSTRUC- TION, PARTICIPATE IN A SERIES OF FOUR PARENT SUPPORT INSTRUCTION PROGRAMS PURSUANT TO SECTION THREE HUNDRED NINETEEN OF THIS CHAPTER, SUCH PROGRAMS TO BE COMPLETED PRIOR TO SUCH INDIVIDUAL'S GRADUATION FROM SIXTH GRADE AND SHALL BE A REQUIREMENT FOR SUCH INDIVIDUAL'S ADVANCEMENT TO THE SEVENTH GRADE. WHERE SUCH PERSONS IN PARENTAL RELATION REQUIRE LEAVE FROM WORK TO ATTEND AND PARTICIPATE IN SUCH PARENT SUPPORT INSTRUCTION PROGRAMS, THE EMPLOYERS OF SUCH PERSONS IN PARENTAL RELATION SHALL PROVIDE SUCH PERSONS WITH ONE DAY PER YEAR OF PAID JOB LEAVE FOR THIS PURPOSE. S 2. The education law is amended by adding a new section 319 to read as follows: S 319. PARENT SUPPORT INSTRUCTION.
