TITLE OF BILL:  An act to amend the economic development law, in
relation to creating a directory of technical and financial assistance
programs for small businesses and minority and women owned business
enterprises

PURPOSE OR GENERAL IDEA OF BILL:

Creates a directory of assistance for small businesses and minority
and women businesses enterprises.

SUMMARY OF SPECIFIC PROVISIONS:

Section 1 amends the economic development law by adding section 103-a
which directs the office of economic development to create and
maintain a directory of programs available to minority and women-owned
businesses. The directory shall be in an electronic format available
to the public and shall be updated on a monthly basis. Directs the
commissioner to adopt rules and regulations necessary for
implementation.

Section 2 this act shall take effect immediately.

JUSTIFICATION:

One consistent theme throughout the Governor's Small Business
Initiative has been the need to improve small businesses' access to
information about existing programs. This theme applies with equal
force in the area of access to capital, where the committee felt that
small businesses were not aware of many programs that already exist in
the State that provide small businesses with access to capital.  This
bill would provide a directory for small businesses and minority and
women owned businesses to turn to for information about relevant
programs.

AN  ACT to amend the economic development law, in relation to creating a
  directory of technical and financial  assistance  programs  for  small
  businesses and minority and women owned business enterprises

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The economic development law is amended  by  adding  a  new
section 103-a to read as follows:
  S  103-A.  DIRECTORY  OF  SMALL  BUSINESS AND MINORITY AND WOMEN OWNED
BUSINESS ENTERPRISE ASSISTANCE. 1.   THE  DEPARTMENT  SHALL  CREATE  AND
MAINTAIN  A REGISTRY OF STATE, FEDERAL, PRIVATE AND NON-PROFIT TECHNICAL
AND FINANCIAL PROGRAMS AVAILABLE TO MINORITY AND  WOMEN  OWNED  BUSINESS
ENTERPRISES AND SMALL BUSINESSES, GENERALLY.
  2. THE DEPARTMENT SHALL MAINTAIN THE FORMAT AND CONTENT OF SUCH REGIS-
TRY  ON A COMPUTERIZED DIRECTORY WHICH SHALL BE UPDATED AT LEAST MONTHLY
AND SHALL PROVIDE A METHOD FOR WHICH REGISTRY INFORMATION MAY BE  DELIV-
ERED  TO  THE  DEPARTMENT  ELECTRONICALLY.  THE DEPARTMENT SHALL PROVIDE
PUBLIC ACCESS TO SUCH COMPUTERIZED DIRECTORY IN  A  MANNER  THAT  ALLOWS
INDIVIDUALS TO SEARCH THE DIRECTORY BY NAME, DATE OR TYPE OF ASSISTANCE.
  3.  THE  PROGRAMS LISTED SHALL BE DIVIDED INTO FINANCIAL AND TECHNICAL
ASSISTANCE AND FURTHER DIVIDED INTO PROGRAMS AVAILABLE  TO  SMALL  BUSI-
NESSES  GENERALLY AND DEDICATE A WEBPAGE OR DIRECTORY TO PROGRAMS APPLI-
CABLE SOLELY TO MINORITY AND WOMEN OWNED BUSINESS ENTERPRISES.
  4. EACH PROGRAM LISTED SHALL CONTAIN IDENTIFYING INFORMATION INCLUDING
A PROGRAM DESCRIPTION, THE TYPE OF ASSISTANCE OFFERED, INSTRUCTIONS  FOR
APPLICATION  TO  SUCH  PROGRAM,  THE  DEADLINE FOR SUCH APPLICATION, THE
NAME, ADDRESS AND PHONE NUMBER OF A CONTACT  PERSON  AT  SUCH  STATE  OR
FEDERAL  AGENCY  OR  PRIVATE FOUNDATION OFFERING SUCH ASSISTANCE, AND IN

 EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets

THE CASE OF FINANCIAL ASSISTANCE THE AMOUNT OF SUCH ASSISTANCE AVAILABLE
AND THE SOURCE OF FUNDS.
  5.  THE DIRECTORY CREATED BY THIS SECTION SHALL ALSO MAINTAIN A DIREC-
TORY OF THE STATE AND FEDERAL AGENCIES, AS WELL AS THE NAME, ADDRESS AND
PHONE NUMBER OF A CONTACT PERSON AT SUCH AGENCY.
  6. THE DIRECTORY CREATED BY THIS SECTION SHALL ALSO PROVIDE A LINK  TO
CENSUS DATA FROM THE MOST RECENT UNITED STATES CENSUS.
  7.  THE  COMMISSIONER  SHALL  ADOPT RULES AND REGULATIONS TO IMPLEMENT
THIS SECTION.
  8. THE DIRECTORY CREATED BY THIS SECTION SHALL BE PUBLICLY  ACCESSIBLE
WITHIN ONE YEAR AFTER THE EFFECTIVE DATE OF THIS SECTION.
  S 2. This act shall take effect immediately.
