BILL NUMBER:  S7490

 TITLE OF BILL :  An act to amend chapter 267 of the laws of 1988,
amending the parks, recreation and historic preservation law relating
to the lease of state property included in the Glimmerglass state
park, in relation to extending the expiration and repeal of the
provisions thereof

 PURPOSE :

To extend chapter 267 of the laws of 1988 for an additional thirty
(30) years beyond its current expiration date of January 1, 2017

 SUMMARY OF PROVISIONS :

Section one outlines the purpose of amending, and does amend, section
2 of chapter 267 of the laws of 1988. Section two provides for a
revised expiration date of January 1, 2047.

Section three provides the new effective date of the bill.

 EXISTING LAW :

Chapter 267 of the laws of 1988 expire on January 1, 2017.

 JUSTIFICATION :
              

The state Office of Parks, Recreation and Historic Preservation (OPR)
has enjoyed a beneficial relationship with the Friends of Hyde Hall, a
nonprofit organization dedicated to the preservation and public
enjoyment of Hyde Hall, a historic estate located on the grounds of
the Glimmerglass State Park. Friends of Hyde Hall operates the
historic site at Hyde Hall and has raised funds to restore the hall to
its historic and original condition, making the site open to the
public for cultural programs, visits, tours, and public events.
Extension of the lease, so that the Friends of Hyde Hall can continue
to operate and raise funds for this state historic treasure, is the
perfect example of a state-private partnership and is in the interests
of the state of New York, our history, and our heritage.

 FISCAL IMPLICATIONS :

None to the state. The partnership has raised tens of thousands of
private dollars that have improved, preserved and protected this state
historic site.
