BILL NUMBER: S8149 TITLE OF BILL : An act to amend the public housing law, in relation to directing the commissioner of housing and community renewal to promulgate regulations, rules and policies providing for review of compliance with section 3 of the federal Housing and Urban Development Act of 1968 PURPOSE OR GENERAL IDEA OF BILL : The purpose of this bill is to obtain information regarding public housing authorities' compliance with Section 3 of the Federal Housing and Urban Development Act of 1968 throughout the State. SUMMARY OF SPECIFIC PROVISIONS : This bill would require the Division of Housing and Community Renewal (DHCR) to promulgate regulations, rules, and policies which provide for the review and determination of compliance with Section 3 of the Federal Housing and Urban Development Act of 1968. The commissioner would be required to submit a report detailing the findings of such investigation to the Speaker and Minority Leader of the Assembly, and the Temporary President and Minority Leader of the Senate, every six months.

BOYLE -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the public housing law, in relation to directing the commissioner of housing and community renewal to promulgate regu- lations, rules and policies providing for review of compliance with section 3 of the federal Housing and Urban Development Act of 1968 THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 14 of the public housing law is amended by adding a new subdivision 7 to read as follows: 7. THE COMMISSIONER SHALL PROMULGATE REGULATIONS, RULES AND POLICIES WHICH PROVIDE FOR THE REVIEW AND DETERMINATION OF COMPLIANCE WITH SECTION 3 OF THE FEDERAL HOUSING AND URBAN DEVELOPMENT ACT OF 1968, FOR ALL HOUSING SUBJECT TO SUCH ACT LOCATED WITHIN THE STATE. THE COMMIS- SIONER SHALL SUBMIT A REPORT DETAILING THE FINDINGS OF SUCH REVIEW AND DETERMINATION TO THE SPEAKER AND MINORITY LEADER OF THE ASSEMBLY, AND THE TEMPORARY PRESIDENT AND MINORITY LEADER OF THE SENATE EVERY SIX MONTHS. S 2. This act shall take effect on the thirtieth day of June or Decem- ber after this act shall have become a law, whichever shall occur first.
