 AN ACT to amend the business corporation law, the partnership  law,  the
   not-for-profit  corporation law, the education law, the judiciary law,
   the general business law, the executive law, the  real  property  law,
   the  arts  and  cultural affairs law and the limited liability company
   law, in relation to providing exemption from certain fees for veterans
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  business  corporation law is amended by adding a new
 section 104-B to read as follows:
 § 104-B. VETERAN EXEMPTION FROM FEES.
   (A) AS USED IN THIS SECTION, "VETERAN" MEANS ANY PERSON WHO SERVED  IN
 THE UNITED STATES ARMY, NAVY, AIR FORCE, MARINE CORPS OR COAST GUARD, OR
 IN  ANY  OF  THE RESERVE COMPONENTS OF ANY BRANCH OF THE ARMED FORCES OF
 THE UNITED STATES,  OR  IN  THE  NATIONAL  GUARD,  AND  WHO  RECEIVED  A
 DISCHARGE  OR SEPARATION THEREFROM UNDER CONDITIONS OTHER THAN DISHONOR-
 ABLE, WHO IS A CITIZEN OF THE UNITED STATES OR AN ALIEN LAWFULLY  ADMIT-
 TED  FOR  PERMANENT RESIDENCE IN THE UNITED STATES AND WHO IS A RESIDENT
 OF THE STATE AT THE TIME OF UNDERTAKING  AN  ACTION  SUBJECT  TO  A  FEE
 PURSUANT TO SECTION ONE HUNDRED FOUR-A OF THIS ARTICLE.
   (B)  NOTWITHSTANDING  ANY  OTHER PROVISION OF LAW, NO VETERAN SHALL BE
 REQUIRED TO PAY THE FEES  OTHERWISE  REQUIRED  BY  SECTION  ONE  HUNDRED
 FOUR-A  OF  THIS  ARTICLE  WITHIN FIVE YEARS OF RECEIVING A DISCHARGE OR
 SEPARATION UNDER HONORABLE CONDITIONS.
   (C) STATUS AS AN ELIGIBLE VETERAN PURSUANT TO THIS  SECTION  SHALL  BE
 DOCUMENTED  PURSUANT  TO  THE  RULES  AND REGULATIONS PROMULGATED BY THE
 COMMISSIONER OF THE DEPARTMENT OF STATE.
   § 2. The partnership law is amended by adding a new section 121-1300-A
 to read as follows:
   § 121-1300-A. VETERAN  EXEMPTION  FROM  FEES.  (A)  AS  USED  IN  THIS
 SECTION,  "VETERAN"  MEANS  ANY  PERSON  WHO SERVED IN THE UNITED STATES
 ARMY, NAVY, AIR FORCE, MARINE CORPS OR COAST GUARD, OR  IN  ANY  OF  THE
 RESERVE  COMPONENTS  OF  ANY  BRANCH  OF  THE ARMED FORCES OF THE UNITED
