S T A T E O F N E W Y O R K ________________________________________________________________________ 11281 I N A S S E M B L Y July 25, 2018 ___________ Introduced by COMMITTEE ON RULES -- (at request of M. of A. Gottfried) -- read once and referred to the Committee on Health AN ACT to amend the public health law, in relation to applications for funds under the physician loan repayment and physician practice support programs THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (e-1) of subdivision 5-a of section 2807-m of the public health law, as amended by section 6 of part H of chapter 57 of the laws of 2017, is amended to read as follows: (e-1) Work group. For funding available pursuant to paragraphs (d) and (e) of this subdivision: (i) The department shall appoint a work group from recommendations made by associations representing physicians, general hospitals and other health care facilities to develop a streamlined application proc- ess by June first, two thousand twelve. (ii) Subject to available funding, applications shall be accepted on a continuous basis. The department shall provide technical assistance to applicants to facilitate their completion of applications. An applicant shall be notified in writing by the department within ten days of receipt of an application as to whether the application is complete and if the application is incomplete, what information is outstanding. The department shall act on an application within thirty days of receipt of a complete application. (III) THE DEPARTMENT SHALL APPOINT A WORK GROUP INCLUDING INDIVIDUALS RECOMMENDED BY ASSOCIATIONS REPRESENTING PHYSICIANS, GENERAL HOSPITALS AND OTHER HEALTH CARE FACILITIES, TO ASSESS THE IMPACT OF THE CURRENT GRANT APPLICATION PROCESS ON THE NUMBER OF INDIVIDUAL APPLICANTS VERSUS INSTITUTIONAL APPLICANTS IN UNDERSERVED AREAS AND SHALL INCLUDE A THOR- OUGH REVIEW OF THE ACCESSIBILITY AND FAIRNESS OF THE NEW YORK STATE GRANT GATEWAY FOR INDIVIDUAL APPLICANTS BY MARCH THIRTY-FIRST, TWO THOU- SAND NINETEEN. § 2.
