 AN ACT to amend the election law, in relation to the transfer  of  funds
   from  a  candidate's  political  committee  for  a federal office to a
   candidate's political committee for a state, county or local office

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Subdivision  1  of  section 14-114 of the election law is
 amended by adding a new paragraph d to read as follows:
   D. THE TRANSFER OF FUNDS FROM A CANDIDATE'S POLITICAL COMMITTEE FOR  A
 FEDERAL  OFFICE TO A CANDIDATE'S POLITICAL COMMITTEE FOR A STATE, COUNTY
 OR  LOCAL  OFFICE  SHALL  BE  RESTRICTED  PER  THE  CONTRIBUTION  LIMITS
 PRESCRIBED  IN  PARAGRAPHS A AND B OF THIS SUBDIVISION. FOR THE PURPOSES
 OF THIS SECTION A FEDERAL CANDIDATE COMMITTEE SHALL  BE  TREATED  AS  AN
 INDIVIDUAL CONTRIBUTOR.
   §  2.  This  act shall take effect on the thirtieth day after it shall
 have become a law.
