   Committee on Corporations, Authorities and Commissions
 
 AN ACT directing the public service commission to conduct a study on gas
   and  electric  supply  prices;  and  providing  for the repeal of such
   provisions upon expiration thereof

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. Gas and electric supply price study.  a. Within forty-five
 days of the effective date of this act, the  public  service  commission
 shall  conduct  a  study  in  cooperation and consultation with the bulk
 system operator relating to the cause or causes of increases in consumer
 prices for gas and  electric  supply  service  during  the  time  period
 commencing on November first, two thousand seventeen and ending on April
 thirtieth, two thousand eighteen.
   b.  Upon  completion  and  review  of  the data in connection with the
 study, the public service commission shall issue a report to the  gover-
 nor and the legislature which shall include recommendations for statuto-
 ry  and  regulatory changes that may be implemented in order to mitigate
 future such increases in gas and electric supply prices.
   c. Such report shall be completed no later  than  November  fifteenth,
 two thousand eighteen and copies shall be forwarded to the governor, the
 temporary  president  of  the  senate,  the speaker of the assembly, the
 chair of the senate energy and telecommunications committee,  the  chair
 of  the  assembly  energy  committee and also posted on the department's
 website.
   ยง 2. This act shall take effect immediately and shall  expire  and  be
 deemed repealed November 15, 2018.
