M. G. MILLER -- read once and referred to the Committee on Cities AN ACT to amend the administrative code of the city of New York, in relation to dedicated crossing times for pedestrians THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The administrative code of the city of New York is amended by adding a new section 19-196 to read as follows: § 19-196 DEDICATED CROSSING TIMES FOR PEDESTRIANS. A. THE COMMISSIONER SHALL DIRECT THE IMPLEMENTATION OF DEDICATED CROSSING TIMES FOR PEDES- TRIANS ON ALL MAJOR THOROUGHFARES IN THE CITY OF NEW YORK. B. FOR THE PURPOSES OF THIS SECTION: (1) "DEDICATED CROSSING TIMES" SHALL MEAN INTERVALS OF SPECIFIC DURA- TION, SIGNALED BY TRAFFIC-CONTROL DEVICES, DURING WHICH ALL VEHICULAR TRAFFIC IS STOPPED AND PEDESTRIANS MAY WALK ACROSS MAJOR THOROUGHFARES. THE COMMISSIONER SHALL DETERMINE THE APPROPRIATE DURATION OF INTERVALS AT EACH MAJOR THOROUGHFARE. (2) "MAJOR THOROUGHFARES" SHALL MEAN ANY STREET OR INTERSECTION THAT EXPERIENCES HIGH TRAFFIC VOLUME, AS DETERMINED BY THE COMMISSIONER. § 2. This act shall take effect immediately.
