 AN ACT to amend the transportation law, in  relation  to  directing  the
   commissioner  of transportation to complete a master plan for Republic
   airport
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The transportation law is amended by adding a new section
 402-a to read as follows:
   § 402-A. REPUBLIC AIRPORT MASTER PLAN. THE COMMISSIONER SHALL  PREPARE
 OR  CAUSE  TO BE PREPARED A MASTER PLAN FOR REPUBLIC AIRPORT.  SUCH PLAN
 SHALL SET FORTH PARAMETERS RELATING TO THE DEVELOPMENT AND EXPANSION  OF
 AIRPORT  FACILITIES. NO NEW CONSTRUCTION, EXPANSION OR RENOVATIONS SHALL
 BE COMMENCED PRIOR TO THE APPROVAL AND  ADOPTION  OF  THE  MASTER  PLAN;
 PROVIDED, HOWEVER, THE CONSTRUCTION OR RENOVATIONS WHICH ARE REQUIRED BY
 THE FEDERAL AVIATION ADMINISTRATION TO FULFILL SAFETY REQUIREMENTS SHALL
 BE PERMITTED.
   § 2. This act shall take effect immediately.
