 AN  ACT  to  amend  the  administrative code of the city of New York, in
   relation to reduced fare contracts for college students in the city of
   New York
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Chapter  4  of title 19 of the administrative code of the
 city of New York is amended by adding a new section 19-402  to  read  as
 follows:
   §  19-402 AUTHORIZATION OF REDUCED FARE CONTRACTS FOR STUDENTS. A. FOR
 THE PURPOSES OF THIS SECTION THE FOLLOWING TERMS SHALL HAVE THE  FOLLOW-
 ING MEANINGS:
   1.  "STUDENT"  MEANS  A PERSON WHO IS ENROLLED ON A FULL-TIME OR PART-
 TIME BASIS AT AN INSTITUTION OF HIGHER EDUCATION.
   2. "INSTITUTION OF HIGHER EDUCATION" MEANS ANY BUSINESS, TRADE,  TECH-
 NICAL  OR  OTHER  OCCUPATIONAL  SCHOOL,  RECOGNIZED  AND APPROVED BY THE
 REGENTS, OR ANY SUCCESSOR ORGANIZATION, OF THE UNIVERSITY OF  THE  STATE
 OF  NEW YORK OR ACCREDITED BY A NATIONALLY RECOGNIZED ACCREDITING AGENCY
 OR ASSOCIATION ACCEPTED AS SUCH BY THE REGENTS, OR ANY SUCCESSOR  ORGAN-
 IZATION,  OF  THE  UNIVERSITY OF THE STATE OF NEW YORK, WHICH PROVIDES A
 COURSE OF STUDY LEADING TO THE  GRANTING  OF  A  POST-SECONDARY  DEGREE,
 CERTIFICATE OR DIPLOMA THAT IS LOCATED IN THE CITY.
   3.  "REDUCED  FARE" MEANS A MINIMUM OF TWENTY-FIVE PERCENT DISCOUNT ON
 THE VALUE OF A SINGLE OR MONTHLY RIDE FARE.
   B. THE CITY COUNCIL SHALL HAVE THE  POWER,  PURSUANT  TO  SECTION  ONE
 HUNDRED  NINETEEN-R  OF  THE  GENERAL  MUNICIPAL  LAW,  TO  ENTER INTO A
 CONTRACT OR CONTRACTS WITH ANY PERSON, FIRM OR  CORPORATION  OWNING  AND
 OPERATING  A  MASS  TRANSPORTATION  FACILITY WITHIN THE CITY IN ORDER TO
 PROVIDE TRANSPORTATION AT A REDUCED FARE DURING SPECIFIED DAYS AND HOURS

   mitted  to the Committee on Cities in accordance with Assembly Rule 3,
   sec. 2 -- committee discharged, bill  amended,  ordered  reprinted  as
   amended and recommitted to said committee

 AN  ACT  to amend the public authorities law, in relation to providing a
   reduced fare on  the  metropolitan  transportation  authority  transit
   system
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 1266 of the public authorities law  is  amended  by
 adding a new subdivision 19 to read as follows:
   19.  (A)  THE AUTHORITY, IN COOPERATION WITH THE NEW YORK CITY TRANSIT
 AUTHORITY, THE LONG ISLAND RAIL ROAD AND THE METRO-NORTH COMMUTER  RAIL-
 ROAD  COMPANY,  SHALL ESTABLISH AND IMPLEMENT A REDUCED FARE PROGRAM FOR
 TRANSPORTATION ON NEW YORK CITY  TRANSIT  AUTHORITY  SYSTEMS,  THE  LONG
 ISLAND  RAIL  ROAD  AND  THE  METRO-NORTH  COMMUTER RAILROAD COMPANY FOR
 STUDENTS OF A COLLEGE OR VOCATIONAL INSTITUTION THAT  IS  LOCATED  IN  A
 CITY WITH A POPULATION OF ONE MILLION OR MORE.
   (B)  FOR PURPOSES OF THIS SECTION, THE FOLLOWING WORDS AND TERMS SHALL
 HAVE THE FOLLOWING MEANINGS UNLESS THE CONTEXT SHALL INDICATE ANOTHER OR
 DIFFERENT MEANING OR INTENT:
   (I) "STUDENT" SHALL MEAN A PERSON WHO IS  ENROLLED  AT  A  COLLEGE  OR
 VOCATIONAL INSTITUTION;
   (II)  "REDUCED  FARE"  SHALL  MEAN  A MINIMUM OF A TWENTY-FIVE PERCENT
 DISCOUNT ON THE VALUE OF A SINGLE OR MONTHLY RIDE FARE;
   (III) "COLLEGE" SHALL MEAN ANY INSTITUTION OF HIGHER EDUCATION, RECOG-
 NIZED AND APPROVED BY THE BOARD OF REGENTS  OF  THE  UNIVERSITY  OF  THE
 STATE  OF  NEW  YORK,  WHICH  PROVIDES  A COURSE OF STUDY LEADING TO THE
