BILL NUMBER: S1854 TITLE OF BILL : An act to amend the public authorities law, in relation to webcasting of public meetings PURPOSE : This bill requires the New York Power Authority and Long Island Power Authority to webcast all public meetings and to make a recording of the meeting available on their website for a period of at least one year. SUMMARY OF PROVISIONS : Section one and two require the New York Power Authority and the Long Island Power Authority to webcast all public meetings, to make a recording of the meeting available via the authority's website for a period of at least one year, and to archive the recording so that it can be available upon request after the one-year retention period. JUSTIFICATION : This bill will improve accountability and transparency within the New York Power Authority and the Long Island Power Authority. Currently, both power authorities provide a live webcast of their meetings. They are required to do so pursuant to an Executive Order, not statute.

CROCI -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public authorities law, in relation to webcasting of public meetings THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1002 of the public authorities law is amended by adding a new subdivision 3 to read as follows: 3. THE AUTHORITY SHALL WEBCAST ALL PUBLIC MEETINGS ON THE OFFICIAL WEBSITE MAINTAINED BY THE AUTHORITY. ALL MEETINGS SHALL BE RECORDED AND SHALL BE MADE ACCESSIBLE FROM THE OFFICIAL WEBSITE MAINTAINED BY THE AUTHORITY FOR A PERIOD OF AT LEAST ONE YEAR. AFTER ONE YEAR, THE AUTHOR- ITY MAY ARCHIVE THE RECORDING, BUT MUST RETAIN A COPY OF THE MEETING THAT SHALL BE MADE AVAILABLE TO THE PUBLIC UPON REQUEST. § 2. Section 1020-c of the public authorities law, as added by chapter 517 of the laws of 1986, is amended by adding a new subdivision 4 to read as follows: 4. THE LONG ISLAND POWER AUTHORITY SHALL WEBCAST ALL PUBLIC MEETINGS ON THE OFFICIAL WEBSITE MAINTAINED BY THE AUTHORITY. ALL MEETINGS SHALL BE RECORDED AND SHALL BE MADE ACCESSIBLE FROM THE OFFICIAL WEBSITE MAIN- TAINED BY THE AUTHORITY FOR A PERIOD OF AT LEAST ONE YEAR. AFTER ONE YEAR, THE AUTHORITY MAY ARCHIVE THE RECORDING, BUT MUST RETAIN A COPY OF THE MEETING THAT SHALL BE MADE AVAILABLE TO THE PUBLIC UPON REQUEST. § 3.
